National News:
UPDATE ON MONEY FOLLOWS THE PERSON

The bill to renew Money Follows the Person (MFP), which had passed in the House repackaged under IMPROVE Act, HR 7217. MFP w as passed in the spending package by voice vote last week. This is the Continuing Resolution that has been held up in the dispute over funding for President Trump's wall on our southern border. At this writing, there is no resolution in sight, so the funding for MFP has not yet passed.

If a new bill is written, it will probably include the MFP Renewal, but there is no way to predict what will happen as the standoff continues.

VOR will continue to report on this matter.

VOR remains opposed to Money Follows the Person because it has been used to pressure and coerce individuals and their guardians to leave long-established ICF homes and enter the waiver system. This reduces the population at ICFs, many of which have been closed to new admissions. The diminishing of the population lowers the economy of scale that ICFs rely upon, and gives the one-size-fits-all advocates more reason to insist on closing the ICFs.
