GA TRAFFIC DEATHS, CRASHES DOWN SINCE HANDS-FREE CELL-PHONE LAW
The
Georgia State Patrol
reports that, as of
Sept. 30
,
fatalities
from
traffic crashes
in Georgia are
down 11 percent
year to date, representing the
largest decrease
of state traffic fatalities in
10
years.
Year to date, there have been
128 fewer fatalities
in 2018 from 2017.
Statewide
data also shows
traffic crashes
have been
down
in the months following the
July 1
implementation of the
hands-free driving law
, outlawing handling mobile phones while driving.
Traffic
crashes
in
July
and
August
were down
2.5
percent and
8.9
percent, respectively, from
2017
. Preliminary data for
September
shows an even
greater decrease
in crashes.
In addition, according to
recent data
on the
Georgia private passenger auto insurance
market,
insurance claims
have
decreased
for the first time in years.
“Collision claim frequency and severity are declining for the first time in years.
Increased awareness
of the consequences of distracted driving ahead of recent
hands-free
legislation
is a
likely factor
,” said Dr.
Robert Hartwig
, clinical associate professor of finance, risk management & insurance at the University of South Carolina.

PECAN THEFT
AGAINST
STATE LAW
The
Tift County Sheriff’s Office
has responded to calls during the past several days about the
theft
of
pecans
as
Hurricane Michael
has
decimated
the
crop
and destroyed many of the
trees
.
Sheriff
Gene Scarbrough
wants the public to be aware that any person found to be
stealing pecans
can be cited for a
misdemeanor
during the
harvesting season
which began
Oct. 1
and ends on
Dec. 31
.
Georgia law
states that “it shall be
unlawful
for any person, without the
permission
of the owner of
pecan trees
grown on
private property
, to pick or otherwise remove any pecans from the limbs or branches of the trees or to cause pecans to fall from the trees.”
The law further states that “when pecan trees are grown on private property and the branches of the trees extend over public roads, streets or highway rights of way, any pecans falling from any such pecan trees onto the public rights of way shall be the
property
of the
owner
of the pecan trees until the end of the harvesting season; and it shall be unlawful for any person to remove the pecans from any public rights of way during the harvesting season without the permission of the owner of the trees.”
Any pecans remaining on
public roads
, streets or highway
rights of way
during any portion of the calendar year, except the harvesting season, shall be deemed to be abandoned by the owner of the pecans, and such pecans may be collected, under state law.
