New Jersey Update
This morning, Governor Phil Murphy announced an additional 5,884 positive COVID-19 cases. An additional 28 deaths were announced, increasing the statewide total to 21,823. The positivity rate is 8.06% and the rate of transmission is 1.1; the Governor emphasized that these numbers are troubling but the State is continuing to see increased vaccination doses. There have been 3,798,523 vaccinations administered as of this morning, with 2,515,767 being 1st doses and 1,357,829 being 2nd doses.

The Governor was joined by First Lady Tammy Murphy and Planned Parenthood for a discussion on the Reproductive Freedom Act. Following this, he was joined by Department of Health Commissioner Judy Persichilli, Department of Human Services Acting Commissioner Sarah Adelman, Department of Children and Families Commissioner Christine Norbut Beyer, Senator Joseph Cryan, and Kean University President Dr. Lamont Repollet for a visit to the Union County COVID-19 Vaccination Site. He announced that the federal allocation of vaccines to NJ will increase next week, representing a 20% increase week over week.

In collaboration with the Biden Administration, a FEMA vaccination site will be opening on Monday in Newark at NJ Institute of Technology. The site will be able to deliver up to 6,000 doses per day, 42,000 doses weekly. The site will be open for a minimum of 8 weeks. More details are forthcoming from the Administration.

Beyond the eligibility expansion to begin on March 29th, on April 5th the following individuals will be able to receive a vaccine:
  • 55 & up,
  • Individuals with intellectual or developmental disabilities,
  • Those employed in or as:
  • All higher education educators and staff,
  • All librarians at state, county and municipal libraries,
  • Retail financial sector,
  • Laundromats and dry cleaning employees,
  • All individuals in building and home services to include construction, code officials, plumbers, electricians, property management;
  • All individuals in communications and media, information technology, utility workers, sanitation workers.

This news follows President Biden's urging that all citizens be eligible through their state to receive a vaccine by May 1st and the Administration's new goal to vaccinate 200 million Americans after meeting the 100 million vaccination goal this week.

Monday, the Department of Health released updated guidance for longterm care (LTC) facilities to hold in-person visitation, regardless of vaccination status, where COVID-19 activity is lowest. The Governor emphasized that families need to be together, especially with Passover and Easter coming up in the next few weeks. If there are any roadblocks or issues with scheduling an in-person visit at a longterm care facility, please contact the Longterm Care Ombudsman at (877) 582-6995 or visit nj.gov/ooie.

The Department of Health Commissioner, Judy Persichilli, added that LTC facilities with low CALI scores should plan for in-person visitations for their residents. NJ has set aside an additional 700 doses of the Johnson & Johnson vaccination for those who were not able to get vaccinated at one of the CVS or Walgreens clinics. CVS and Walgreens are finishing up their 3rd clinics for the LTC facility residents and staff.

The Governor also announced that the June 8th primaries will be conducted mostly in-person.

The Economic Development Authority (EDA) has extended the application period for discounts on personal protective equipment for small and micro businesses to May 28th. Visit covid19.nj.gov/ppeaccess for additional information or to apply.

The NJ Department of Health and NJ Department of Education have been working together to review the latest CDC guidance for schools as they continue to reopen. Today, the NJ DOH is releasing revised guidance for local health departments on K-12 in-classroom operations. Governor Murphy highlighted some of the changes, including:
  • Full-time in-person instruction can begin with 3ft. distance between students if masking and frequent hand washing can be maintained. This applies to all elementary grade levels at all risk levels, while it applies to middle schools and high schools at the low to moderate risk levels;
  • In high-risk level communities, 6ft. distance will continue to be recommended in classrooms;
  • 6ft. of distancing will continue to be recommended for indoor common areas when masks aren't an option (ie; during lunch);
  • Face masks must continue to be worn after educators receive their vaccinations.

Governor Murphy also outlined the current status of NJ's public schools, charter schools, renaissance schools, and schools for students with disabilities:
  • 143 are open for all in-person instruction (96,926 students)
  • 534 are open for hybrid instruction (833,095 students)
  • 90 are providing all-remote learning (301,856 students)
  • 44 are a combination across buildings (121,600 students)

The Governor announced that he's signing an Executive Order to exempt American Rescue Payment Plan payments from being garnished by past debts or overdrawn accounts. He emphasized that the checks are for the American people, not for banks and creditors. 49 banks and credit unions have come out in support for the protection of the payments.
