Clean Cars for All Program Open for Applications

In partnership with GRID Alternatives, the Bay Area Air Quality Management District has established the Clean Cars for All Program, which will offer qualifying Bay Ar ea residents the opportunity to replace their old vehicles with hybrid, plug-in, or electric vehicles, or a Clipper card. Residents who live in Vallejo Zip codes 94590 and 94592 are eligible to fill out an application to verify eligibility for this program.

Once approved, the old vehicles will be inspected by an authorized dismantler, grant awards will be awarded, and qualifying applicants will have the opportunity to buy or lease a replacement vehicle or collect a Clipper Card. While this program is available to all residents in select Zip codes, incentives are based on a number of eligibility requirements including year of vehicle and household income.

Average grant amounts for all incentives are $7,500 and the average loan financing for purchasing a vehicle is $14,500. Additional grant funding will be available for charging equipment and installation if a Battery Electric Vehicle is bought or leased.

The Clean Card for All Program is a voluntary car scrap and replacement program established by Assembly Bill 630, which focuses on providing incentives through California Climate Investments (CCI) to lower-income California drivers to scrap their older, high-polluting car and replace it with a zero- or near-zero emission replacement. The program's guiding legislation aims to focus the benefits of the program to low-income and disadvantaged communities and has a heavy emphasis on consumer protections, education of the new technologies, and coordination with other clean transportation programs. City Launches New Parking Software: Passport

The City of Vallejo is migrating to a new parking payment provider, and will be working to transition payment services from Parkmobile to Passport , with an anticipated effective date of July 1, 2019.

Passport will offer both a web-based platform for monthly parking payments, as well as a smartphone app for on-the-go hourly and daily payments. Additionally, the program offers a more user-friendly interface for customer navigation and account management. Recently, SolTrans switched to Passport for their park and ride facility, and the City's transition to the program creates streamlined access for all parkers regardless of location. Passport will provide needed support to City staff, allowing staff to support residents and commuters by focusing on other pertinent program needs.

Existing Parkmobile account holders will receive instructions via email as the launch date approaches, allowing customers the ability to easily transfer their data without reentering their information.  Parkmobile payments and accounts will continue to be available through July 31, 2019. Pertinent updates regarding the new software system will continue to be communicated as the implementation process moves forward.  To learn more about using the smartphone app, click here .

Touro University Conducts New Research

On June 11, Touro University Califonia (TUC) published a press release on new research conducted by Touro University and the Children's Hospital Oakland Research Institute, which found that red and white meats have similar effects on blood cholesterol. Funded by the National Institute of Health, the study, the first of its kind, was conducted by Dr. Nathalie Bergeron, TUC Chair of Biological and Pharmaceutical Sciences, TUC Research Scientist Dr. Sally Chiu, and Dr. Ronald Krauss, Director of Atherosclerosis Research at Children's Hospital Oakland Research Institute.

According to TUC's Dr. Nathalie Bergeron, "(the) study is the first randomized controlled trial to compare the effects of red meat, white meat and non-meat proteins on blood cholesterol levels when saturated fat in the diet is held constant." Participants in this study were provided with all the study foods, a design viewed as the "gold-standard" for nutrition studies, which allowed researchers to better control dietary intake and focus on how blood cholesterol is affected by commonly consumed sources of dietary protein, including high red and white meat diets. Most notably, the study found that a plant-based protein diet, focused on legumes, nuts, grains and soy, was the healthiest diet for blood cholesterol showing significant benefits when compared with diets that included even lean red or white meat.

Drs. Bergeron, Krauss and Chiu's research findings indicate that current advice to restrict the consumption of red meat and consume more white meat cannot be tied to their effects on blood cholesterol. For now, Dr. Bergeron says that for most individuals, there is no need to entirely ban red and white meat from diet. She promotes a dietary pattern with an abundance of fresh fruit, vegetables, legumes and whole grain products as the core components of a healthy meal, with lean red and white meat in moderation, when consumed.
