Vallejo Police Department Releases

Year Two Reform Report

Vallejo, CA- The Vallejo Police Department (VPD) has released the Independent Vallejo Evaluator’s Annual Report Year Two, dated September 25, 2026. The Vallejo Evaluation Team (VET) assessed progress under the Settlement Agreement with the California Department of Justice (DOJ).

During Year Two, VPD achieved substantial compliance with five additional reforms. These are some major milestones that address officer and supervisor accountability for the use of force, policing without bias, documentation of police stops, and recognition of exceptional crisis-intervention skills.

DOJ makes the final compliance determinations. Substantial compliance requires evidence that requirements are reflected in policy, training, and practice. VPD must continue meeting them over time. These findings move the city closer to completion of the agreement.

VET identified the start of the Police Oversight and Accountability Commission (POAC) as Year Two’s most significant achievement. The commission first convened on January 14, 2026. Its work included reviewing upcoming and completed internal investigations and recommending policy changes.

The report also recognized VPD’s Personnel Complaints Policy town hall, public comment opportunities, incorporation of a POAC recommendation, and implementation of an online complaint and compliment system.

Staffing and resource constraints were identified by VET as affecting progress. The City of Vallejo and VPD remain committed to fulfilling the agreement.

During Year Three, DOJ and VET will continue to evaluate all required reforms, including policy implementation, training, supervisory review, analysis of police stop data, and community policing efforts.

Community members are encouraged to review the report for its findings and remaining work.
