Business Update
County of Ventura Moves Back to Purple Tier
The State of California announced yesterday that the County of Ventura would move back to Tier 1 - the Purple Tier, joining 40 other counties, after the daily case rate doubled in the last ten days. Governor Newsom "pulled the emergency brake" after the State experienced the fastest increase in cases since the beginning of the pandemic. These changes will go into effect at midnight on November 17, 2020.

Industry sectors that must now move their operations OUTDOORS while maintaining mitigation measures include:
  • Family Entertainment Centers (bowling alleys, miniature golf, batting cases, arcades, and kart racing)
  • Gyms and Fitness Centers
  • Movie Theaters
  • Museums, zoos, aquariums
  • Places of worship
  • Playgrounds and recreational facilities
  • Restaurants
  • Wineries
Bars, pubs, brewpubs and breweries may operate outdoors if they are offering sit-down, outdoor meals.

Outdoor operations may be conducted under a tent, canopy, or other shelter if no more than one side is closed.

Oxnard restaurants interested in operating outdoors should follow the steps outlined on the City's website.

The following industry sectors are allowed to operate INDOORS while maintaining mitigation measures:
  • Critical infrastructure
  • Hair salons and barbershops
  • Nail salons and electrolysis operations
  • Personal care services (eg. body waxing, estheticians, tattoo shops, massage)
  • Shopping centers (eg. malls, destination centers, swap meets, excluding food courts and common areas) (maximum 25% capacity)

Condado de Ventura regresa al nivel 1 - Morado
El estado de California anuncio ayer que el Condado de Ventura necesita regresar al Nivel 1 - Morado, junto con 40 condados mas, después que la tasa diaria de casos se doblo en los últimos diez días. El Gobernador Newsom "acciono el freno de emergencia" ya que el estado ha sufrido el aumento mas rápido de casos desde que empezó el pandémico. Se pide a las empresas afectadas que modifiquen sus operaciones para la medianoche del 17 de noviembre del 2020.

De conformidad con el Nivel Morado, estos sectores a continuación solo se permite operación AL AIRE LIBRE (manteniendo medidas de mitigación):
  • Salas de juegos de naipes, apuestas satélite
  • Centros de Entretenimiento Familiar (boliche, minigolf, jaulas de bateo, salas de máquinas recreativas, y carreras de karts)
  • Gimnasios y Centros de Preparación Física
  • Cines
  • Museos, zoológicos, acuarios
  • Lugares de culto
  • Restaurantes
  • Bodegas vitivinícolas
Los bares, tabernas, tabernas cerveceras y cervecerías pueden operar al aire libre si ofrecen comidas sentado al aire libre. Las operaciones al aire libre pueden realizarse bajo una carpa, toldo, u otro refugio si no está cerrado mas de uno de los lados.

Los restaurantes que están interesados en servir comida afuera, deben contactar la Ciudad al 805-616-6862.

Los siguientes sectores se permiten abrir para operaciones EN INTERIOR (manteniendo medidas de mitigación):
  • Todo el comercio minorista (máximo 25% de capacidad)
  • Salones de estética y peluquerías
  • Bibliotecas (máximo 25% de capacidad)
  • Salones de unas y operaciones de electrólisis
  • Servicios de cuidado personal (cera corporal, tatuajes, masajes, esteticistas)
  • Centros comerciales (por ejemplo, centros de tiendas, centros de destino, con exclusion de zonas de restauración y areas comunes) (máximo 25% de capacidad)

Updated State Mask Ordinance and Travel Advisory Issued

The State updated its mask ordinance yesterday, mandating that a face covering is required at all times when outside of the home, unless one of the exemptions below applies.

Individuals are exempt from wearing face coverings in the following specific settings:
  • Persons in a car alone or solely with members of their own household.
  • Persons who are working in an office or in a room alone.
  • Persons who are actively eating or drinking provided that they are able to maintain a distance of at least six feet away from persons who are not members of the same household or residence.
  • Persons who are outdoors and maintaining at least 6 feet of social distancing from others not in their household. Such persons must have a face covering with them at all times and must put it on if they are within 6 feet of others who are not in their household.
  • Persons who are obtaining a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service.
  • Workers who are required to wear respiratory protection.
  • Persons who are specifically exempted from wearing face coverings by other CDPH guidance.

Travel Advisory for Non-Essential Travel
1. Persons arriving in California from other states or countries, including returning California residents, should practice self-quarantine for 14 days after arrival. These persons should limit their interactions to their immediate household. This recommendation does not apply to individuals who cross state or country borders for essential travel. 

2. Californians are encouraged to stay home or in their region and avoid non-essential travel to other states or countries. Avoiding travel can reduce the risk of virus transmission and bringing the virus back to California.

VC Testing Trailer
County Encourages Residents and Businesses to Get Tested for COVID-19
County of Ventura public health officials are encouraging all residents to get tested. Testing helps limit the spread of COVID by letting people know if they are positive and need to quarantine so that they don't spread it to family members or co-workers. Even residents that are not experiencing symptoms should consider getting tested given that there is a significant number of people with COVID who are asymptomatic. Tests are free, self-administered, readily available without an appointment, and results are available usually within 3 days.

Mobile Testing Trailer Available for Large Businesses
The County of Ventura now has a mobile task force that is available to conduct on site testing for employers throughout the county at no cost. If an employer meets the following requirements, they are eligible to bring the testing trailer to their workplace:

  • Business or organization must have at least 100 people that would like to get tested for the COVID-19 virus. Maximum capacity is typically 300 individuals.
  • Outdoor location must include 100' x 50' open space suitable for parking and maneuvering a truck and 28' trailer.
  • Host location must provide access to restroom facilities for the testing staff within 200' walking distance of the testing location. 
  • Businesses and organizations are responsible for traffic control during the event within their premises.
  • PLEASE NOTE: Your scheduled testing event may be postponed or even canceled if the Mobile Testing Taskforce is deployed to another location to handle a mass COVID-related exposure incident.
  • Sign up requests are subject to review and approval. County staff will confirm your reservation by contact within 24 hours.
