Hello all.
Happy April! Spring is here, and we are excited for a few outdoor, in-person events coming up in the next few months. Please join us on April 29th at 3 PM for an in-person tour of the Waterbury Dam. This comes as a follow up to last month’s virtual presentation by Ben Green about the DEC Dam Safety program. Thanks to all who attended.
We also have an exciting site tour lined up for May 5th at 5 PM of the South Burlington Public Library and City Hall. More details for both event, and links to registrations, can be found below.
Please save the date for our annual meeting! This year we are switching things up a bit, and will be planning a gathering at Oakledge Park, in Burlington on June 16th! The event will include honoring our engineer, young engineer, and project of the year winners, as well as inducting our newest board members. More details to come!
The ASCE Board of Directors would like to invite anyone who is interested in becoming more involved in ASCE to please reach out. We have a few open board positions this coming May and we are always looking for more eager Vermont Engineers to join our board to help contribute to our community. Please reach out soon and keep an eye out for the voting ballots.

2022 Vermont ASCE Sponsorship Request

We are seeking company sponsorship to help support a number of great ASCE Vermont Section programs and events that are planned for 2022. With your support, VT ASCE provides undergraduate support to civil engineering students at the University of Vermont, Norwich University, and Vermont Technical College and contributions to the VSE scholarship program, Engineers Week, and MathCounts. Sponsorships also allow us to offset the cost of offering a reduced rate to engineering students that are interested in attending our events which provide fun and educational opportunities for students to engage with professional members and learn what ASCE is all about.

Middlebury Bridge and Rail Project - VHB
The project includes replacement of two historic nearly 100-year old bridge structures carrying Main Street and Merchant Row over the Vermont Railway in Middlebury, VT. The 3,500-ft long project replaced the two independent bridges with a single 360-ft long tunnel structure and approximately 1,700-ft of U-shaped retaining walls. The project also included reconstructing and lowering the railroad through the project area to achieve modern horizontal and vertical clearances, installation of continuous welded rail, upgrades to utilities crossings, and installation of a new drainage system. While the project focus was to replace the bridges over the railroad, the impacts were much wider and included the redesign and reconstruction of two public park spaces, the full depth reconstruction of both Main Street and Merchant’s Row, reconstruction of municipal utilities through the project, geometric and safety improvements to Printer’s Alley, and new sidewalks and street scaping through the project area.

March Virtual Meeting DEC Dam Safety Program - March 16th

Younger Member Group Bowling Night - March 24th
Our Younger Member Group hosted a bowling night at Spare Time in Colchester. It was a great event where young professionals got the opportunity to connect with the UVM student chapter, share advice to graduating seniors pursuing their first jobs, and show off some bowling skills! Good luck to all of the students wrapping up this semester!

ASCE VT Site Tour @ Waterbury Dam - April 29th
Please join us on April 29th for a site tour at Waterbury Dam at 3pm. Ben Green, PE, will provide a site tour of the Waterbury Dam facility as a follow up to our March virtual meeting about the DEC Dam safety Program. The tour requires about 1 mile of walking, so please plan and dress accordingly if you would like to attend the event.
1 PDH will be earned by attending.

Please join us on May 5th for a site tour at South Burlington Public Library and City Hall at 5pm. We will follow the tour with an informal social gathering at the Upper Deck at the Windjammer.

ASCE National 2023 ASCE President-Elect
ASCE members will get to choose between two dedicated members who have recently served as directors on ASCE’s board, each seeking to become the Society’s 2023 president-elect and 2024 president.
Marsia Geldert-Murphey, P.E., F.ASCE, and Peter M. Moore, P.E., ENV SP, LEED AP, F.ASCE, are the official nominees as approved by the Board of Direction Nominating Committee.
The ASCE election opens May 1 with online ballots accepted through June 1.
ASCE will induct the election winner as the 2023 president-elect at the Society’s annual business meeting during the ASCE 2022 Convention in October in Anaheim, California.

New "Energy Goals" Requirement
In 2020, the General Assembly passed Act 178, which requires certain professionals licensed by OPR to complete an education module related to the State’s energy goals as a condition of license renewal. See Act 178 (2020), Sec. 33. This requirement takes effect on July 1, 2021.[1]
The law applies to: (1) architects, (2) landscape architects, (3) pollution abatement facility operators, (4) water system designers, (5) professional engineers, (6) property inspectors, (7) real estate appraisers, and (8) real estate brokers and salespersons. The law also applies to some Vermonters licensed by other State agencies, such as the Department of Public Safety.
What is Required?
To help you meet the new requirement, OPR has partnered with other agencies to produce a PowerPoint that offers a concise, general orientation to the State’s energy goals. These goals are derived from specific acts of the General Assembly.
You can view the orientation module here. Doing so now will save you time when you renew.
At the first upcoming renewal, the application form will require that you affirm having completed the orientation module linked above. It cannot be counted toward continuing education or competency requirements.
At each biennial renewal after the next, the law will require that you affirm having completed an education module specific to your profession’s role in meeting the State’s energy goals. By that time, environmental groups, state agencies, professional associations, and purveyors of green-energy products and services, will very likely offer a menu of free or low-cost options that satisfy the new requirement. Many of these will be eligible for continuing education credit in fields that require CE.

[1] Pollution abatement facility operators: Although your renewal period opened in June, the effective date of your renewed license will be after July 1, 2021. Consequently, the new requirement applies to your current renewal.
