Village Weekly Update

November 10, 2025

Message from the Manager

On Friday, November 7, the Florida Department of Environmental Protection (DEP) approved a consent order which requires the Village to submit a compliance plan and implementation schedule for maintenance of its wastewater collection and transmission system because of unauthorized wastewater discharges due to pipeline ruptures.

A copy of the proposed consent order can be found on the Village’s website at www.islamorada.fl.us.

The Village has an interlocal agreement with the Key Largo Wastewater Treatment District (KLWTD) and delivers sewage through a pipeline to the District’s treatment plant in Key Largo at mile marker 100.3.

I requested, and Mayor Sharon Mahoney approved holding a special call meeting of the Village Council next Monday, November 17, at 5:30 pm at the Founders Park Community Center.

We will conduct technical discussions with engineering teams working for the Village and KLWTD on the required compliance plan and implementation schedule which must be submitted to DEP 60 days after the effective date of the consent order (Nov. 7).

We will also discuss the need for a new wastewater rate study and an evaluation of how wastewater EDUs are calculated.

The special call meeting will be broadcast in the same manner as regular Village Council meetings and the public is encouraged to attend in person or online.

Pavilion Project Completed at the

Green Turtle Hammock Nature Preserve

After a year and a half of construction, the project to enhance the Village owned Green Turtle

Hammock Nature Preserve has been completed.

Improvements to the property include shoreline stabilization, a new dock and seawall, a new wheelchair accessible kayak launch, new native landscaping, a new parking area, and a two-story pavilion which overlooks the Little Basin and Florida Bay.

These projects were completed to increase waterfront recreational opportunities for the public and to meet the requirements within the management plan for this property, which is overseen by the state’s Division of State Lands.

The property and new amenities are now fully open for public use during the park's operating hours of 8am to 5pm.

The construction work was completed by Native Construction Contracting and ASAP Marine

Construction, both local companies that were awarded the project through a competitive

bidding process. Grant funding for this project was provided by the Florida Department of

Environmental Protection and the Tourist Development Council.
