Village Weekly Update

October 17, 2025

Message from the Manager

We will be holding a meeting on Monday, October 20, 2025, of the Citizens Baseball Field Task Force.

I will ask the Task Force members for input on the latest preliminary design site plan for the baseball field at Founders Park, which the Monroe County School Board approved at their October 7 meeting in Key West.

We will also discuss proposed Baseball Field License and Use Agreements, which I am negotiating with the School District.

I have asked advocates for natural grass and for artificial turf to make presentations and answer questions. The meeting will begin at 5:30 p.m. at the Founders Park Community Center, and the public is invited to attend and participate in person or via Zoom. Information on the meeting can be found on the Village’s website at www.islamorada.fl.us. Click on the Agendas & Meetings tab and then on the October 20 meeting tab.

Budget Breakdown

The Village Council approved the FY 2025–2026 budget on September 16, and we want to keep residents updated on how their tax dollars are being used to support our community.

Just Value v. Taxable Value*

This graph represents the difference between the total in just value versus the taxable value for property within the Village of Islamorada.

This graph shows the effect of how Save Our Homes compounds over time.

As residents continue to stay in their homes and have their annual assessed rates capped, the gap between the just value and taxable value of properties has increased.

The introduction of more exemptions over time has also caused this increase in the gap between the just value and taxable value of properties.

▸ Just value is the fair market value of the home, while the taxable value is the value of the home exclusive of all qualifying exemptions and assessment limitations for the

property.

Coming Soon - Dog Park to be Dedicated to "Mangrove" Mike Forster

Earlier this spring, the Council discussed dedicating the dog park at Founders Park in honor of the late Mike Forster. Following a public poll, the park will officially be named the "Mangrove" Mike Forster Dog Park.

Mayor Mahoney and Village staff are now planning a special dedication ceremony in January, which will include a commemorative plaque and bench to celebrate Mike’s legacy.

To make this tribute truly special, we’re inviting the community to help bring the celebration to life.

Donations will directly support the ceremony and memorial features.

If you’d like to contribute, visit Centennial Bank and ask to donate to the “Mangrove Mike Dedication” account, or contact Mayor Mahoney for more information.

Staff Spotlight

Code Compliance Officers

Christian Owens and Devin Hughes

Christian Owens was born and raised in Islamorada. Prior to working for the Village, he was a technical diving instructor and an owner, operator and captain for a commercial aquaculture company that specialized in native soft coral species, tropical fish, and anemones.

Christian joined the Village in June of 2024 as a Code Compliance Officer and has been proud to serve his community every day since.

Because of his close ties to the community, he prioritizes open communication and education over enforcement.

He is certified through the Florida Association of Code Enforcement as a level 1 Code Enforcement Officer and certified in safe turtle lighting practices through the Sea Turtle Conservancy.

Devin Hughes is a local with 10 years of public service experience.

Prior to working for the village, he spent 4 years in the United States Air Force as a Munitions Systems Journeyman.

After his service, Devin returned home to the Keys and spent 3 years working for the Florida Park Service as a Park Ranger. He then spent a few more years working at Mariner’s hospital during the COVID pandemic.

Devin is a new addition to the Village’s Code Compliance team and just began working for the Village in September of this year.

In his role, Devin is responsible for handling official code complaints and interfacing directly with the community on other code related issues.

He looks forward to reconnecting with his childhood community and assisting the residents of Islamorada.
