Bring your ghosts and goblins for indoor Trick-or-Treating at Village Hall!
Stop by 500 N. Gary Avenue on Friday, October 31, from 3:00 to 4:30 p.m. Visit each department to collect free candy, enjoy festive music, snap a picture at the photo booth, and meet the people who serve your community. Then visit the Police Department next door, where Trick-or-Treating continues from 3:00 to 7:00 p.m.

The Village reminds residents to keep leaves out of the street. Blowing or raking leaves onto the road can clog storm drains, increase flooding risk, harm local waterways, and slow street operations.
✅ No-Sticker-Required Leaf Pickup: Nov. 17 - 28
Set out an unlimited amount of leaves for free collection the last two weeks of November.
🟧 Sticker-Required Pickup: Oct. 13 - Nov. 14
Regular leaf pickup happens during the last 3 weeks of October and into November. During this time, discounted leaf stickers must be attached to bags or cans.
Instructions: Use yard waste bags or 33-gallon containers (no lids). Leaves only—no grass, sod, or branches. All non-leaf waste requires a regular yard waste sticker.

Clear out the clutter and help keep Carol Stream clean and green at the Village’s annual Recycling, Shredding & Pumpkin Smash event. This free drop-off event is open to all DuPage County residents.

Please Note: The Gary Avenue entrance to Ross Ferraro Town Center will be closed during the event. Please enter Town Center & Fountain View Recreation Center from Lies Road. Traffic volunteers will guide traffic.
Electronics & Textile Recycling: Computers, monitors, small appliances, and more + clothing, paired shoes, jackets, and accessories—clean and dry.
*Fee for TVs and monitors ($25 under 21" / $35 for 21"+). Prepay online: recycling.eworksesi.org. No checks accepted.
Paper Shredding: Securely shred up to six boxes or bags of personal documents (paper only; no binders, folders, or plastic sleeves).
Pumpkin Smash: Compost your Halloween pumpkins and avoid the landfill—remove decorations prior to arrival.

Late summer brings increased mosquito activity, when West Nile virus (WNV) is most often detected. Following confirmation of a human case of WNV in Carol Stream, Clarke Mosquito Control continues to evaluate and treat breeding areas to reduce transmission risk.
The DuPage County Health Department reports 11 human cases and one WNV-related death countywide. While the overall risk remains low, residents are encouraged to take precautions.
What You Can Do:
• Reduce mosquitoes by draining standing water around your home
• Repel mosquitoes with EPA-registered insect repellents (20–50% DEET for adults; 20–25% for children)
• Report stagnant water or dead birds on the DuPage County Health Department website
• Limit outdoor activity at dawn and dusk
• Keep window and door screens in good condition

Celebrate the start of the holiday season at the Carol Stream Tree Lighting Extravaganza! Hosted by the Village of Carol Stream, Carol Stream Park District and Carol Stream Public Library, this festive community tradition brings neighbors and friends together for an evening of holiday cheer.
Friday, December 5 | 6:00 p.m. – 8:00 p.m.
Ross Ferraro Town Center, 960 N. Gary Ave.
Event highlights include:
• Holiday crafts and activities for kids
• Performances by the West Chicago Community High School Choir and local student dance and pom groups
• Petting zoo and pony rides
• Hot cocoa, cookies, and seasonal treats
• Photos with Santa Claus
• The official lighting of the Village tree
• NEW this year: a large LED screen showcasing event performances and activities to make the experience more accessible and engaging for all

The Village Police Department and Social Services Unit are kicking off the 48th annual Christmas Sharing Program, helping neighbors in need during the holidays.
Program Registration – Nov. 10–26:
Register at Village Hall, 500 N Gary Ave, Social Services Office (2nd floor), Monday–Friday, 10 a.m.–5 p.m. Appointments available after 5 p.m. Bring photo ID, proof of address, and birth certificates for children 12 & under. Families can take a holiday photo during registration!
Donation Drive – Nov. 3–Dec. 2:
Donate new, unwrapped toys or personal care items at Village Hall, Park District, Library, or Fire Department. Monetary donations (checks payable to “Carol Stream Christmas Sharing”) are also welcome.

Thanks to everyone who joined us for our annual events - Fall Fest and the Water Reclamation Center Open House! Fall Fest was a full day of fun, from the car show and kids’ activities to food, music, and fall traditions—special thanks to our partners: the Carol Stream Library, Park District, Rotary, food vendors, and local band The PriSSillas.
At the WRC Open House, hosted with Jacobs Engineering, the community enjoyed interactive exhibits and educational, fall activities. Highlights included the ribbon-cutting of a new pergola at Klein Creek, built by the Boy Scouts in partnership with the Village and Jacobs Engineering. Thank you to all vendors and attendees who made both events a success!

Drop in for a one-on-one conversation with a Carol Stream Police Department Social Worker—no appointment needed. These monthly events provide direct access to support and guidance in English and Español. Typically, English sessions are held the third Wednesday (3–5 p.m.), and Bilingual sessions the first Tuesday (10 a.m.–12 p.m.). Upcoming dates:
- Bilingual – November 4 (10am-2pm);

English – October 15, November 19 (3-5pm).

High Water Usage Awareness: Surprising increases in water bills are often the result of changing usage habits or hidden plumbing issues. The EPA estimates household leaks can waste nearly 10,000 gallons of water per year—often from toilets, faucets, or outdoor spigots.
