Windsor's Windy Kite Festival

The DeForest Windsor Area Chamber and Village of Windsor are excited to present our 4th Annual Kite Festival on Saturday, August 2nd at Windsor Sports Commons from 10am to 3pm!



The Wisconsin Kiters will be back to share their amazing displays of beautiful giant show kites, precision stunt teams performing mesmerizing aerial ballet with their dual and quad line kites, spectacular and colorful ground displays and activities for kids and adults! There will be candy drops and kid's kite kits to make, along with kites available for purchase. Stop out and bring the family to enjoy the show, support Norski Soccer Concessions, Frios Gourmet Pops and fly a homemade kite!



Open Book Explanation & Sessions

What is Open Book?


Open Book is an opportunity for property owners to discuss their property values with the assessor and share any evidence to either update their property data or share a recent appraisal or comparable sales.

Every 3 years, Windsor conducts an Interim Market Update where value changes are made to bring the entire community back into compliance by reviewing and assessing all properties to market value (based on recent market sales).


Notices: Notices will be sent to property owners that have a change in value md-July. This could be due to a recent data change, a remodel, new construction, an interim market update, etc. Each notice shows the value change and explains in detail the owner’s rights when it comes to assessments.


Request for Assessment Review: Each notice explains that in order to contest their value an owner must fill out a Request for Assessment Review form. This information helps the assessor understand the owner's reasoning and evidence before the Open Book meeting.


Open Book Meeting: An Open Book meeting is about 15 minutes. Our assessors are trained to ask a series of questions and take notes on every interaction (PR-130 forms) and save any evidence the owner brings in. After the meeting an assessor will review the information and respond to the owner with a change or no change notice.


Each property is unique, leading to a grey area in mass assessment. The Open Book period enables assessors to consider new information and evidence, resulting in a more precise valuation.


Open Book sessions:

July 21, 2025, 11:00 am to 2:00 pm and 3:00 pm to 6:00 pm

July 22, 2025, 9:00 am to 12:00 pm and 1:00 pm to 4:00 pm


Open Book will be held at the new Municipal Building, 4430 Windsor Road, Windsor WI.

Property Tax - Second Installment

Second installment payments are due by July 31st to the Dane County Treasurer.


Make checks payable to Dane Cty. Treasurer and sent to Dane County Treasurer. There is an option on their website to pay online.


Options for Tax Receipt:

  • Use your cancelled check
  • Top portion of bill filled in by you
  • Print a receipt from Access Dane
  • Include a self-addressed, stamped envelope and entire tax bill with payment

Curbside Brush Collection

Curbside brush collection occurs March through December during select weeks.


GENERAL RULES AND REGULATIONS

  1. Brush may be placed curbside no earlier than one week before the first day of collection.
  2. Brush may only be placed on the property from which is it being removed; in back of the curb; if applicable. 
  3. Brush should not be piled in a manner that affects motorist visibility and should also be kept away from trees, signs, parked cars, mailboxes, fire hydrants, utility poles and any other obstructions.
  4. Brush must be curbside before 7:00 a.m. on the first day of the collection week. No exceptions. 
  5. The following materials will be accepted for collection:
  • Clean brush stacked in an orderly fashion placed parallel with the road/curb. 
  • Tree limbs up to eight inches in diameter and ten feet in length;
  • Brush piles up to ten feet long, ten feet in width and four feet high (10' x 10' x 4'); limit one pile per household.
  1. The following materials will not be accepted for collection:
  • Root balls and brush mixed with soil;
  • Vines or leaf piles;
  • Shrubs or rocks;
  • Brush originating from any property other than the household in question;
  • Brush that has been cut or trimmed by contracts. Contractors hired by property owners are responsible for removing the material;
  • Brush in bags, boxes or trash containers;
  • Yard waste; 
  • Anything not listed in section 5 above.
