Rail to Trail Update

On November 7th, the joint VCA/ECC Rail to Trail Committee held an informational meeting for Vines residents and ECC members to outline our opposition to the proposed route through our community and golf course.

Members of the joint committee have been giving tours to Village Council and MPO members to show them the issues and explain our concerns and propose an alternative to bisecting our community. The alternative route runs from the tracks along Estero Parkway to the drainage area between Belle Lago and The Reserve and continues along the drainage area on our northside property line to the tracks on our northern border. The dangers to both residents and trail users of crossing Vintage Trace Circle and the potential delay of emergency services were pointed out. Reaction to our concerns is encouraging and the committee's goal is to have every member of the Council and the MPO see the issues in person.

The VCA and ECC have agreed to share the cost of engaging the legal services of Noel Davies of Davies & Duke to advise us. Mr. Davies will be presenting a resolution to end the Rail Trail at Estero Parkway at the Estero Village Council meeting on December 7th. If the Council passes the resolution it will send a clear message to the MPO and Lee County that continuing the trail north does not have Village support.

The MPO will be making a presentation on the Rail to Trail to the Council at the December 7th meeting.

Residents are encouraged to attend the December 7th meeting to be held at 9:30 am at Village Hall on Corkscrew. Please wear red in support of our opposition. It is important that we maintain the goodwill of the Village Council and the MPO, therefore, please be respectful and do not interrupt their proceedings with applause, comments, cell phones or conversation. If possible, please plan to attend the entire meeting.

Non Resident Barcode Reminder

Non-resident barcodes will expire on December 1, but may be renewed anytime after November 1. To renew your barcode please present your driver's license plus vehicle registration along with a check in the amount of $50 payable to Vine Community Association to security at the main gate. Security will verify ECC membership using a list provided by the ECC. Barcodes are issued between 8 and 2 Monday through Saturday.

Ian Cleanup

Recovery continues but is not yet complete. Most of the debris has been consolidated and the Village has removed the debris piles in the cut-de-sacs on several occasions.

Tree work continues as broken limbs are cut clean, damaged palm fronds are trimmed and dangling branches are removed. Please be careful and watch for lift trucks and landscape crews in the roadway.

As a result of the major damage sustained by the perimeter hedge and chain link fence, a committee has been formed to gather replacement and repair estimates and to explore other options to provide an attractive and secure perimeter. Option the committee is exploring include new hedge plantings, repair or replacement of the chain link fence, privacy fencing and privacy walls or some combination of the above. Considerations include initial cost, maintenance costs, hurricane resistance and insurability. A presentation will be made to the VCA Board as soon as information and estimates are available.

Please be patient, recovery will take time.

LANAI CAGE REPLACEMENT REQUIREMENTS

An ARC Form and prior approval is required for replacement of lanai cages. Forms and instructions are available on the VCA website on the Documents page. The ARC committee is providing quick approval.

Please note that a building permit must also be obtained from the Village of Estero. Failure to do so could result in a fine.

SELLING YOUR HOME?

If you are selling your home please contact Pegasus as soon as you have a signed contract. The title company will need paperwork from both Pegasus and ECC prior to closing. Your closing could be delayed if Pegasus is not contacted in a timely manner.
