HBAV Legislative Committee
The HBAV Legislative Committee is comprised of HBAV members appointed from the 15 local associations in Virginia. At their meeting on September 5, the HBAV legislative committee reviewed legislative agenda recommendations submitted from local associations. At their meeting on October 4th, the HBAV Legislative Committee will prioritize the legislative recommendations and begin finalizing the 2019 HBAV legislative agenda. Once finalized the legislative agenda will be distributed to HBAV members.
Building and Fire Prevention Code Update
The new Building code took effect on September 4  th , 2018. A one-year period is in effect that provides permit applicants a choice of complying with the existing 2012 codes or the 2015 codes. The state publications are posted on the DHCD website here:  2015 Regulations  . The custom versions of the national model codes that incorporate Virginia amendments are in the process of being published by the International Code Council (ICC) and are on schedule to be available late fall. The Mandatory Code Change Training (CCT) schedule can be found here:  Code Change Training Schedule .

We are pleased to report that the BHCD voted to adopt the version of the Statewide Fire Prevention Code (SFPC) last month. The effective date of the new SFPC is October 16  th , 2018 – there is no “grace period” for the SFPC as it is a maintenance code. The final version of the SFPC can be found  here  .

Since the General Assembly adjourned in mid March, HBAV has attended 88 fundraisers for members and candidates of the General Assembly that are pro- housing. The HBAV Build-PAC is the vehicle that allows members to financially support the HBAV legislative efforts by supporting candidates for office that are pro-housing. Housing Headlines
Sales of new U.S. single-family homes rebounded in August after two straight monthly declines, but the underlying trend still pointed to a weakening housing market against the backdrop of rising mortgage rates and higher home prices.

The numbers: The S&P/Case-Shiller national index rose a seasonally adjusted 0.2% and was up 6.0% for the year in July. The 20-city index rose 0.1%, seasonally adjusted, and was up 5.9% compared with a year ago. 

What happened: Sales of newly-constructed homes rose 3.5% compared to July, and edged past the MarketWatch consensus of a 625,000 pace. And the pace of sales in August was 12.7% higher than a year ago. But hefty revisions to prior months were all downward, a reminder that the housing recovery remains grudgingly slow. 

They say economic and housing recoveries don't die of natural causes. They're murdered.
