Virginia Energy Announces Second Round of Funding for Electric Vehicle Charging Assistance Program

Request for Applications Due June 30, 2026 

RICHMOND, VA — Virginia Energy has opened a new round of funding through the Electric Vehicle Charging Assistance Program (EVCAP) to support the deployment of electric vehicle charging infrastructure in underserved communities across the Commonwealth. The program is designed to increase access to electric vehicle supply equipment, address gaps in charging availability, and deliver measurable community benefits that support broader electric vehicle adoption.


Virginia Energy will make up to $510,000 available through competitive subawards for eligible applicants—including for-profit businesses and government-industry partnerships—for the purchase and installation of EV charging equipment. Virginia Energy may partially fund proposals at its discretion, with projects expected to continue through December 2027. 


This second round of EVCAP focuses on community-level solutions that expand charging access in historically underserved areas, including historically economically disadvantaged communities, environmental justice communities, and brownfield sites, including previously mined lands. Virginia Energy is seeking projects that not only install charging equipment, but also demonstrate project readiness, improve accessibility, report on charger usage and community impact, and help overcome barriers to electric vehicle supply equipment deployment in Virginia.


“Expanding EV charging access in underserved communities is essential to ensuring that Virginia’s transportation future is reliable, practical, and accessible to everyone,” said Michael Skiffington, Acting Director of Virginia Energy. “Through this funding opportunity, Virginia Energy is working to support projects that meet community needs, strengthen local infrastructure, and help more Virginians benefit from the transition to cleaner transportation options.”


Projects selected for funding will be expected to provide data on charging usage, operational performance, user accessibility, and economic and community impacts. Awardees also will be required to comply with applicable federal requirements. 


“This round of funding is intended to advance solutions that are both locally informed and ready to deliver results,” said Vince Maiden, Director of the State Energy Office. “By supporting strategic charger deployment and requiring strong reporting on usage, access, and community impact, this program will help Virginia better understand what works and where future investment can have the greatest benefit.”


Applications must be submitted through the Virginia Energy Grant Portal by 11:59 p.m. EST on June 30, 2026. Questions must be submitted through the Help Questions tab in the application portal no later than June 23, 2026.
