NCCI Proposes Overall 3% Rate Decrease
The National Council on Compensation Insurance (NCCI) made a rate filing to the Iowa Insurance Division that proposes an overall 3% rate decrease for workers’ compensation from the current rates that were effective January 1, 2019. The new rates will become final January 1, 2020. According to NCCI, the filing is based on premium and loss experience for policy years 2016 and 2017. NCCI notes that Iowa’s claim frequency has declined in recent years, and indemnity and medical continue to trend upward. Since 2017, Iowa employers have experienced three years of rate reductions, with the 2018 decrease at 9.2%. See the  full filing . ABI members and Iowa employers should be congratulated on their efforts to minimize risk and increase workplace safety, resulting in decreased claims.

National Voter Registration Month
Secretary of State Paul Pate sent a release earlier this week to encourage all eligible Iowans to participate in National Voter Registration Month. The National Association of Secretaries of State established September as voter registration month in 2002. If you have already registered to vote, ensure your registration is up to date. According to the release, “Approximately 90% of eligible Iowans are registered to vote, and there are more than two million active registered voters in the state.” If you aren’t sure if you have registered to vote or want to update your information go to  VoterReadyIowa.org .

In addition to the efforts of Secretary Pate, ABI is a partner of Employee Voter Registration Week (EVRW). Employers and associations around the country are hosting events and sharing information with employees about the importance of being registered to vote. If you haven’t yet signed up to be an EVRW partner, there’s still time to do so. Go to  EmployeesVote.com  to learn more about how you can be a part of increasing voter participation!

Federal Spotlight: Updated Overtime Rule Nearly Complete
The Department of Labor is set to issue a final rule in the coming weeks increasing the threshold for which workers in a variety of industries will be eligible for overtime pay. The  rule , which raises the annual salary threshold from the current $23,660 to approximately $36,000, could be completed by next month. The threshold has not been adjusted since 2004. The previous administration had moved to increase the threshold to more than $47,000 and adjust it every three years. The rule was ultimately blocked by a judge after states and businesses challenged it in 2016. The Trump administration is working to finalize this and a few other high-profile rules including the joint employer standard under the direction of acting secretary Patrick Pizzella. President Trump formally nominated Eugene Scalia, a corporate attorney and the son of late Supreme Court Justice Antonin Scalia, to lead the Labor Department last week.

What’s a PEO and How Can You Benefit from Using One?
Alaina Riley
Marketing & Wellness Coordinator
Focus OneSource

Have you heard of the term PEO before? Chances are you know a business owner, employee or use services from a business who has a relationship with one. A statistic provided by NAPEO states that, “PEOs provide services to 175,000 small and mid-sized businesses, employing 3.7 million people.” That accounts for 15% of employers who fall into the PEO sweet spot of about 5 to 99 employees.

So, what is a PEO? The acronym PEO stands for Professional Employer Organization, which is an outsourced solution for payroll, human resources, benefits and compliance. PEOs allow business owners and managers to focus more on growing their business knowing that the back office administrative tasks are being taken care of. This unique model is possible through the co-employment relationship between the PEO, the business owner and their employees. Read more .
