Election Day is less than three weeks away. Are you ready to vote? Follow this simple guide to make a voting plan, including when and where you'll vote, what's on the ballot, and more. | |
✔Step 1: Are You Registered to Vote? | |
If you've voted in a Scarborough election before, you are still registered. However, if you have had a name change or an address change within Scarborough, we ask that you update your information prior to voting. If you still need to register, you can do so by visiting the Town Clerk's office on or before Election Day.
Voter registration is available for new voters or for existing Scarborough voters to change their address or name at Town Hall during regular business hours. The “closed period”, 21 days prior to the Election, started Wednesday, October 19. This means that residents who register to vote must do so in person in the Town Clerk's Office. When registering to vote, please be sure to bring a Government issued ID and something with your Scarborough address, if your ID does not have it.

Early In-Person
Vote at Town Hall, weekdays from 8:00 a.m. – 4:00 p.m., through Thursday, November 3. View extended hours below.
Early by Absentee Ballot
Request your absentee ballot by November 3. Any voter requesting an Absentee Ballot on Friday, November 4 and Monday, November 7 must complete a Special Circumstances Application.
Drop off your completed ballot anytime in our secure Drop Box outside of the Town Hall entrance. Or, drop it off inside in the Clerk's office during business hours.
In-Person on Election Day
Voting will take place at the Scarborough High School, located at 11 Municipal Drive from 7:00 a.m. – 8:00 p.m. on Election Day, Tuesday, November 8.

Absentee & Early Voting Details | |
Early in-person absentee voting is available at Town Hall on weekdays from 8:00am-4:00pm. Town Hall will be open for extended hours on the following days:

Saturday, October 22, 8:00am-12:00pm

Wednesday, November 2, 8:00am-6:00pm
Early voting is available through Thursday, November 3. On Friday, November 4 and Monday, November 7, any voter requesting an Absentee Ballot must complete the Special Circumstances Application with an allowable reason. Learn more.

✔Step 3: What's on the Ballot? | |
There are 4 ballots: 1 State General Election Ballot, 1 Municipal General/Referendum Election Ballot and 2 Municipal Charter Ballots. All ballots will be two-sided. Be sure to double check when voting that you have voted on both sides of the ballots. Library Expansion Referendum
All capital expenditures over $400,000 require voter approval per Town Charter. The Library Board of Trustees has requested that the voters consider granting appropriation authority up to $12,938,995, with financing to come from General Obligations Bonds for Library expansion at the existing site. The Trustees have pledged private funding to cover any costs over $12,938,995, including relocation expenses to allow the Library to operate in a temporary location during construction.
The following question will be on the ballot: Shall the Order entitled “Order authorizing renovation, expansion, and equipping of Scarborough Public Library, authorizing issuance of up to $12,938,995 in general obligation bonds of the Town of Scarborough and appropriating the bond proceeds for the project" be approved?

Municipal Charter Amendments
There are seven total referendum questions on the ballot. Proposed amendments include:
• Salary increases for Town Council and Board of Education
• Adjustment to annual audit requirement
• Specifics around filling a vacancy for the unexpired term by a special election
• Amendments to preparation and submission of the budget
• Move the Board of Education election from November to June and adjust the nomination period accordingly
• Require voter referendum on long-term financial obligations greater than $600,000
