State Update

CENTRAL FILING/AG LIENS: HSB 130- OPPOSE
  • Introduced by the Iowa Bankers Assn and Wells Fargo-- includes grain lien language + central filing
  • We are NOT pursuing grain lien language
  • Central filing is not a better system than direct notice and a new system would cost money to implement-- those costs would be passed down to our farmers and consumers
  • This bill passed out of the subcommittee meeting, with the understanding that we would continue conversations with all stakeholders

BROADBAND GRANTS: HSB 133/SSB 1089- SUPPORT
  • The Governor's broadband bill provides a tiered approach to grant funding based on current broadband access/capabilities and has speed requirements

VEGETATION MANAGEMENT: HSB 149/SSB 1088- SUPPORT
  • Would allow RECs to trim and cut trees near powerlines

PRIZE-LINKED SAVINGS: HSB 57- SUPPORT
  •  Allows awards incentivizing and gamifying savings for Iowans at all lending institutions

RENEWABLE FUEL PUMPS: HSB 52- UNDECIDED
  •  Questions about how this is written and applies, prompting questions about E85 infrastructure requirements, E0 options, retroactive applicability to applications that have already been submitted for RFIP funds, etc.
