NAR Priorities for 115th Congress
|
NAR shares that among its priorities for the 115th Congress are regulatory reform, tax reform, National Flood Insurance Program re-authorization, housing finance reform (Fannie Mae and Freddie Mac) and other housing and real estate issues that may arise.
Republican leadership has identified several priorities for 2017. These are not listed in any particular order, but rather are intended to provide a snap-shot of what issues are going to be looked at early in the new Congress.
While the media has made much of the "the First 100 Days" agenda of the incoming Administration, Congress
is going to evaluate progress throughout 2017.
In order to use Budget Reconciliation both chambers must pass the same Budget. It is the leadership's intention to pass both an FY17 Budget and an FY18 Budget so that they can use Budget Reconciliation twice, one time to repeal the Affordable Care Act and the second for Tax Reform.
Regulatory reform is expected to be high on the list of Congressional action. This is a reaction to the large number of executive orders issued in the Obama Administration. Congress will flex its muscles as a co-equal branch of government.
Job Creation. It is expected that the GOP will claim most recent job creation was the result of regulatory compliance and not added demand for workers.
Immigration. GOP will push for border security measures including the Southern Border Wall.
Additionally, the US Senate will have more than 1,200 nominations to process, potentially slowing down legislative activity.

No Quick End in Sight for Housing Shortage
|
The bottom line is that we need a few years of above-normal construction activity, say 1.7 million housing starts per year. Only then will we see a slight rise in vacancy rates to help lessen the rent growth pressure and bring the inventory of homes for sale to a more balanced market. However, based on various economists' consensus projections of housing starts of 1.3 million in 2017 and at best 1.4 million in 2018, if proven true, then we are in for a housing shortage for at least four more years.

Q3 2016 Business Barometer
|
Greater Spokane Incorporated - the region's Chamber of Commerce - is just out with its Business Barometer for the third quarter of this year:
another strong quarter for the Spokane economy.
"The 3rd Quarter of 2016 continued to demonstrate the strength that has characterized the Spokane regional economy this year-strength that should continue not only into the 4th quarter, but also into next year," says
Shaun O'L. Higgins, Managing Principal of The Oxalis Group LLC, and a longtime observer of the regional economy.
"Contrary to the U.S. economy, which has been growing more slowly than in previous years, Spokane's economy is having a very good year," says
Steve Scranton, Chief Investment Officer for Washington Trust Bank.
"The region is ending 2016 on an economic high note," says Avista Chief Economist
Grant Forsyth. "Going into the holiday season with a good economic foundation is important because it means retailers have a better chance of a successful holiday season which is key to their sales for the year."
Doug Tweedy, Regional Economist for Washington State Labor Market & Economic Analysis, says, "We have a good foundation of employment in many sectors and I expect the growth rate in job creation to remain about the same as it has been the past three years."
