Message from the Village President, Kevin Buckley
There are a number of DPW items in the newsletter today. Two of note:
• Large refuse items under 4’x4’x7’ can be placed by your garbage cart for free pickup.
• Christmas tree pickup will continue through January. Trees are chipped and brought to the compost yard, so please remove all wires and ornaments.

Why Is The Village Hall Phone Ringing? | |
What is the Refuse and Recycling collection schedule for Martin Luther King Jr. Day (15)? Refuse and recycling normally picked up on Monday, January 15, 2024, will be picked up on Tuesday, January 16, 2024.
When will I receive my property tax overpayment refund?
Tax refunds, if applicable, will be sent to property owners approximately 4 weeks after the receipt of payment. No further action is needed on the part of a taxpayer.

The Wisconsin Legislature Sales Tax | |
The Wisconsin Legislature authorized a sales tax for both the City of Milwaukee and an increased sales tax for Milwaukee County in 2023 Wisconsin Act 12.
Starting on January 1, 2024, the combined sales tax rate in the City of Milwaukee is 7.9% and 5.9% for the rest of Milwaukee County.
If you are a resident of Whitefish Bay and believe you were overcharged sales tax by any retailer, you are entitled to seek a refund from that retailer. Please save your receipt. Wisconsin law states that retailers who over collect sales tax must return the tax collected in error to their customers or remit to the Wisconsin Department of Revenue (DOR). Contact DOR to report any inaccurate sales tax collection. DOR will follow up on all reports of inaccurate sales tax collection.

Property Tax Update -
Information Regarding Escrow Checks From Mortgage Companies:
Mortgage companies may send escrow checks to the homeowner or directly to the Village. If the check is sent to the homeowner, the homeowner should make sure the check is payable to the Village of Whitefish Bay, signed on the back by all individuals listed as payees and submit the check to the Village for payment of the taxes. Checks that are not signed will be returned to the homeowner, which will cause a delay in processing the payment.
*Some mortgage companies send escrow checks to a third party tax service before mailing payments to the Village. In this case, your mortgage company may tell you the check was issued early in December but we may not receive the payment until the end of December or later. To see when your escrow check was received and obtain a receipt of payment, please visit the Village's tax portal.

When is My Tax Bill Due?
Due date is January 31, 2024. Residents have the option to pay property taxes and other charges as indicated on your tax bill in installments. Installment due dates are as follows:
• 1st Installment due by January 31, 2024
• 2nd Installment due by March 31, 2024
• Final Installment due by May 31, 2024 (May 27 is Memorial Day - please plan accordingly.)
Please note – if any installment payment is missed, the installment option is no longer available and the entire balance becomes due in full.

❄️Remember to drive safely and please give Village snow plows plenty of room to clear the streets.
❄️Village crews clear streets starting with the main thoroughfares, the crews then proceed to streets adjacent to schools, and after that to the residential streets.
❄️All residents and business owners are responsible for snow and ice removal from public sidewalks adjacent to their properties within 24 hours after a snow event.
❄️Residents whose property has an adjacent bus stop with concrete are requested to keep that area clear and free of ice to allow for bus patrons to safely get on and off the buses.
❄️Remember to clear all corners with crosswalks to help children, elderly, and those with mobility concerns get around the Village. Handicap accessible ramps should be cleared out enough to accommodate a wheel chair.
❄️Placing snow on property other than your own is not a legal practice. It is against Village Ordinance to push, pile, blow or shovel snow into and across the Public Street and alley. Please remind your contractors of this rule.
❄️Machine noise by private citizens or contractor is prohibited between 10:00 p.m. and 6:00 a.m. Please be considerate of neighbors when clearing snow.
❄️As the snow piles up, help the Fire Department by adopting the fire hydrant closest to your home or business and keep it free of snow during the winter. Fire hydrants should be shoveled out in a three-foot radius to allow access in the case of a fire.
❄️Please utilize your driveway apron or clear a portion of the parkway for refuse and recycling cart placement. Snow and ice must be cleared around the cart(s) as well as the lid. Please do not place your refuse and recycling carts in the street.

Village crews have begun collecting Christmas trees once a week curbside starting this last week (the week of Monday, January 1, 2024). Please place trees on the parkway, between the public sidewalk and curb.
There is no scheduled pick up date for tree collection. Please have tree(s) on the parkway by 7:00 a.m. on Mondays to ensure tree(s) are collected that week. Trees will be collected through the week of Monday, January 29, 2024.
PLEASE BE ADVISED! Wreaths and garland with metal bracing attached should be placed inside refuse containers for pick-up. The metal bracing damages the Village wood chipper. If you have a wreath too large to fit inside the refuse container, please place the wreath at least three feet away from the refuse container on the regularly scheduled day of refuse pick-up.

Special Refuse & Recycling Pickups | |
Do you have extra items that won’t fit in your refuse and recycling carts? See below for guidelines on the Village’s free and paid special pickups.
Free Special Refuse Pickup
- For non-domestic items under 4’x4’x7’ (Examples: chair or end table; one mattress and box spring of any size are also accepted)
- Bagged refuse outside the cart is not accepted for a free special pickup.
- You do not need to schedule; simply place the item(s) 3 feet away from your cart on your normal collection day. The collectors will empty your cart first, and then come back with a different truck for larger items.
Paid Special Refuse and Recycling Pickups
- For non-domestic items over 4’x4’x7’ and under 5’x5’x15’, and/or any recycling material outside the cart
- Cost: $45
- To schedule, stop by Village Hall, at 5300 N Marlborough Drive, during business hours (M-F, 8:00 a.m.-4:30 p.m.), or submit payment along with your contact information in the 24-hour dropbox, located just inside the front doors at Village Hall.

If you consistently have more refuse or recycling than can fit in your cart, you may want to consider purchasing an additional cart. To order, simply complete the Additional Cart Order Form and turn it in at Village Hall, along with a payment of $75/cart.

Do Not Flush Any Type of “Disposable” Wipes or Paper Towels Down the Toilet
The Village of Whitefish Bay has a gravity based sanitary sewer system with one operating sewage lift station. The Village Public Works Department staff perform annual maintenance operations on the 38.7 miles of Village public sanitary sewer mains as well as the sewage lift station. These cleaning operations include sewer jetting and clearing the sewer mains of roots. When roots intrude into the sanitary sewer mains, items not meant to be in the sanitary sewer can get caught along those roots and have the potential to create basement sewer backups. These items also clog up the sewage pumps and render them inoperable.
Please be aware that baby and hand wipes marked as “flushable” should not be flushed down the drain or toilet! These wipes do not break down in water like regular toilet paper does and need to be disposed of in the trash. Please do not flush clothes, wipes, diapers, paper towels, or any other materials other than toilet paper down the drain or toilet. The occurrence of these items in the Village sanitary sewer system has led to basement sewage backups in Village households.

2024 Refuse and Recycling Calendar | |
The 2024 refuse and recycling schedule is available below and on the Village website. Click here to view the schedule. Refuse collection occurs weekly. Recycling occurs every other week, according to A/B schedule. A-Week Recycling is in Grey. B-Week Recycling is in Blue. Please remember to have all refuse and recycling to the curb by 7:00 a.m. on pickup day.
To determine your collection day and recycling route, please see the online route map at: https://www.wfbvillage.org/370/. Carts must be placed a minimum of three feet apart from each other, three feet from any obstruction, and three feet or less from the curb or alley edge.

Friends Writing Contest 2024
Friends are once again offering Friends of the Whitefish Bay Public Library Writing Contest. This will be the 11th straight year for the contest, which includes submission categories for short story (1,000 words or less), memoir (1,000 words or less), and poetry (200 words or less). The contest is open to anyone 16 and up. Submissions will be accepted from January 8 - February 9 and are limited to one entry per category per person. Cash prizes will be awarded in spring. Please include a cover page on your entry with the following: Name, address, email, phone number, entry date, and category. Email entries to reference@wfblibrary.org or drop off entries in person at the Adult Services Desk or mail them to:

Friends of the Whitefish Bay Public Library are pleased to announce two $1,000 educational scholarships for students who have been positively influenced by libraries.
