Maternal Health

The JLHSS cmte has prioritized Wyoming’s maternal health deserts for the 2024 Interim. Committee leaders are looking to the Governor’s Healthcare task force and its OB/Primary Care subgroup for guidance and legislative recommendations. Conversations around workforce, training, and other healthcare professionals across the medical provider team are underway. A myriad of solutions have been brought forward but nothing concrete is being pursued at this time. The Committee is expecting to hear meaningful solutions and tangible recommendations at their August hearing in Cheyenne.


The next meeting of the OB/Primary Care subgroup will be convened in August. If anyone is interested in being a part of the workgroup, please contact Sheila Bush at sheila@wyomed.org


Insurance Credentialing

The Wyoming Hospital Association and the state medical society along with its affiliated specialty societies are working to reform the practice of provider credentialing with insurance carriers in Wyoming. A small legislative working group was formed after the April meeting of the JLHSS cmte. The working group is close to finalizing a compromise bill that should provide some predictability around timelines as well as a streamlined credentialing application that should ease the paperwork burden for providers and hospitals. 


WY Health Authority

The Governor’s Health Care Task Force is recommending that the legislature re-establish a modernized version of the Health Care Commission that advised the legislature on health policy from 2003 until 2009 when its sunset was not extended. A Wyoming Health Care Commission would serve as an advisory entity charged with doing the heavy lifting on a myriad of health policy proposals by convening experts and industry leaders to facilitate the often tense and sometimes high-conflict aspects of healthcare. It's important that we keep our history in mind as we make important decisions about the future. A comprehensive history of the last iteration of the Wyoming Health Care Commission was drafted and is available for review for anyone interested HERE.


A final attempt at convincing the legislative committee of the value and need for a commission will happen at their August 29-30 meeting in Cheyenne.


Good Samaritan Law

In 2017, the state legislature sought to expand the state’s current good samaritan law to provide immunity from criminal prosecution for any individual who reports a drug overdose event. The law (House Bill 62), if enacted, would provide a level of assurance that a person who seeks emergency medical attention for themself or another person who is suspected of experiencing a drug overdose event would not be criminal charged with possession or being under the influence of an illegal substance. The 2017 law failed on a tie vote in the second chamber and has not been revisited since. The JLHSS cmte is seeking to revive the 2017 legislation in hopes of passing it during the 2025 legislative session.

WY WWAMI Taps New Director

Beginning Monday, August 19, Wyoming WWAMI will be under the leadership of a new director. After a lengthy search, the University of Wyoming has tapped Todd Guth, MD, to take WWAMI into the future.


Dr. Guth is the current Associate Director of Clinical Skills, Developing Our Clinical Skills Course and Associate Program Director of the Denver Health Residency in Emergency Medicine at the University of Colorado School of Medicine. He is an emergency medicine physician who also completed a fellowship in medical education in 2012.


Wyoming is eager to welcome Dr. Guth and his family to Laramie late this Summer. You can learn more about Dr. Guth by reading his CU School of Medicine profile HERE.

WY Medicaid Improves Maternity Coverage

Wyoming Medicaid Improves Maternity Coverage for Obstetrical and Pediatric ProvidersEffective July 1st.

 

Maternity care is a priority at Wyoming Medicaid. Pregnant and postpartum women comprise a significant segment of our beneficiaries and we cover approximately 30% of births in Wyoming. We are disturbed by the declining trend among maternal outcomes at a state and national level. With this in mind, we reviewed our current benefits with clinical and fiscal input with an aim to better meet the needs of our clients and providers. 


In the prenatal period, we are increasing reimbursement of our diagnosis of pregnancy code 0500F to obstetrical providers to $100. This may be billed once a pregnancy and will be reimbursed in addition to the bundled payment for the pregnancy. By coding this universally and in a timely manner, Medicaid’s WYHealth health management program and our partners atpublic health nursing and WIC can engage and perform outreach to your patients. We envision this will provide an expanded network of support and services for pregnant women in the program. Please let your pregnant patients know to expect the outreach and encourage them to participate! 


Additionally, we will be reimbursing pediatric providers to perform prenatal visits with expecting parents. Such visits are recommended by the AAP, particularly for those who are single, first-time parents or of low-income status. Important topics addressed at such visits include breastfeeding, immunizations, well baby visit schedule, safety and positive parenting.Pediatric providers may bill using CPT G9001 along with ICD-10 Z76.81. This will be reimbursed once per pregnancy. 

In the postpartum period, we will be reimbursing postpartum visits with obstetrical providers during the 45-day postpartum billing period outside of the pregnancy bundle. We have also removed limits on the number of postpartum visits. We hope postpartum women will at least receive 2 of these visits as recommended by ACOG. 


Last, we would like to remind both pediatric and obstetrical providers that Wyoming Medicaid reimburses for postpartum depression screening during postpartum and well-baby visits. The AAP recommends postpartum mothers be screened at 1-, 2-, 4- and 6-month well-baby visits. Validated screening instruments such as the Edinburgh Postpartum Depression Scale and the PHQ-2 or PHQ-9 can be used. Obstetrical providers may bill with the code 96160 and pediatric providers with the code 96161 .

WY Medicaid To Reinstitute Rx PA Starting 7/8

Effective July 8, 2024, Wyoming Medicaid will be reinstituting prior authorization requirements for outpatient drug coverage. We anticipate that this may cause issues for providers of members who have been receiving non-preferred medications or preferred medications in quantities exceeding Medicaid’s limits since prior authorizations were suspended due to the Change Healthcare/Optum network incident in March 2024.

 

Please note that no changes in preferred products or quantities have occurred. The criteria can be accessed on the restored Wyoming Medicaid website at www.wymedicaid.org. Prior authorizations that expired between 2/20/24 and 7/7/24 will be evaluated for extension on a case-by-case basis by both Optum and Department of Health staff.

Safe Haven Law Changes Take Effect

Updated Safe Haven Law

During the 2024 Legislative session, House Bill 0090 was passed into law with an effective date of July 1, 2024. Known as the Safety for a Newborn Child Act, this law updates the existing Safe Haven law to help protect newborn babies. Now, a parent of a baby 60 days old or younger can safely give up their child for any reason to ensure the baby is cared for and kept safe. This is an increase from the previous limit of 14 days.


Under this law, giving up a baby in this way is not considered abuse or neglect. The child will not be labeled as abused or neglected as a result of the relinquishment as long as the parent follows the guidelines outlined in the Act.


Parents can take their newborn to any of these Safe Haven locations as long as the location is staffed twenty-four (24) hours a day, seven (7) days a week:

  • A fire station
  • A hospital
  • A police department or sheriff's office


If a parent or their representative decides to provide medical history information about the parent(s) or the newborn, they can do so voluntarily. However, the Safe Haven provider must inform them that sharing this information is not required to relinquish the child.


Additionally, the Safe Haven provider will ask if the child has any tribal affiliation or Native American ancestry. If the child is identified as having Native American heritage, the Wyoming Indian Child Welfare Act will be followed by the court and all involved parties.



Importantly, the Safe Haven provider cannot demand any information from the person relinquishing the child, nor can they require that the person intends to reclaim the child in the future. If either parent does not seek the return of the child within three (3) months, the parental rights will be terminated so the child can be adopted.
