Artificial Intelligence Strategy for the Department of War

Pentagon CTO offers industry free use of 400 patents from gov’t labs — for a start
WASHINGTON — The Pentagon spends $3.3 billion a year on its 216 laboratories, which have piled up thousands of patents, often for technologies which may never see the light of day, let alone a battlefield. But this morning, the Department’s CTO, Under Secretary for Research & Engineering Emil Michael, publicly launched a two-pronged crusade to change that.
“[It’s] a frustrating point: Why do these innovations — and we have thousands of them in the labs, billions of dollars worth of IP that’s been created by the great minds in the labs — why does it not get all the way out there to the warfighter?” Michael asked a packed conference room in downtown Washington, DC. “In part, it’s because you don’t know where to go to find them. They’re all over the place. They’re not categorized, they’re not available.”

Disadvantaged Business Enterprise (DBE) Program
Per the DBE Interim Final Rule published on October 3, 2025, all Wisconsin-based DBE and Airport Concession Disadvantaged Business Enterprise (ACDBE) firms previously certified using race- or sex-based presumptions of social and economic disadvantage must be reevaluated for recertification by the United Certification Program (UCP). All applicants must now prove social and economic disadvantage on an individual, case-by-case basis, rather than relying on race or sex as a presumption.

Defense Patent Holiday
The Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) has launched the Defense Patent Holiday, a new pilot program designed to accelerate the commercialization of breakthrough defense technologies from the lab to the warfighter.
This first-of-its-kind initiative offers qualified companies no-fee Commercial Evaluation Licenses (CELs), providing industry partners unprecedented access to government intellectual property. CELs give companies the unique opportunity to assess the defense patent, market, and consider the commercial potential of defense R&D.

Defense Innovation Unit (DIU)
The Department of Defense’s (DOD) Defense Innovation Unit (DIU) is calling on commercial companies to develop low-cost, space-based, sensing technologies to counter ballistic and hypersonic missile threats. Through its “Sensors and Seekers for Fire Control” initiative, the DOD is seeking modular, space-rated sensors capable of delivering real-time, high-precision tracking data to support missile interception.

DOW Restructures Foreign Military Sales, Prioritizes Speed, Efficiency
In a video posted on social media, Secretary of War Pete Hegseth announced that the War Department moved two agencies critical to getting American-made combat gear into the hands of allied and partner nations under the War Department's Office of Acquisition and Sustainment. Both the Defense Security Cooperation Agency and the Defense Technology Security Administration are part of how the United States helps partners and allies get access to American-made weapons and equipment. They will now fall under the Office of the Undersecretary of War for Acquisition and Sustainment, led by Michael P. Duffey, according to the memorandum.
