Update on Veteran-owned small business verification

As first announced on September 23, 2022, VA has ceased accepting new applications for Veteran-owned small business verification or reverification as of October 24, 2022. This action was taken to facilitate the January 1, 2023, transfer of CVE’s verification functions to the Small Business Administration (SBA) as mandated by the 2021 National Defense Authorization Act. New applications should be submitted to SBA when they begin receiving new applications on or around January 2023.

Navy to break up some big contracts to increase small business participation

The Navy is taking steps to increase small business awards and hold large prime contractors accountable for meeting their subcontracting plans through multiple initiatives.

This fiscal year, the Navy will take five large contracts and break them up into smaller awards so small businesses and others can compete for the work.

Jimmy Smith, the director of the Office of Small Business Programs at the Department of the Navy, said breaking up the contracts so will also help the service meet the goals of President Joe Biden’s executive order on “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.”

Milwaukee Public Schools (MPS): Information Sessions for Vendors

If you would like to learn more about the District's contracting process, you are encouraged to attend one of our monthly Vendor Information Sessions that are scheduled from 9:00-10:00 AM via google meet session. The meeting information will be forwarded to registered vendors via email the evening before the monthly session.

These sessions are information-based and designed to share information on the process as it is aligned to Administrative Policy 3.09: Purchasing and Bidding.

These are intended to be most beneficial for vendors that are new to working with, or interested in working with, MPS.

Potential contractors should attend one of the Information Sessions to learn more about the process and potential contracting opportunities. Below is a listing of the sessions scheduled for the 2022-2023 school year.

Class Deviation—Verification of Eligibility of Small Business Joint Ventures

Effective October 28, 2022, contracting officers shall use the alternate procedures in this deviation to verify small business joint venture offeror eligibility in lieu of using the System for Award Management (SAM). Accordingly, in lieu of using the System for Award Management (SAM), contracting officers shall include the following statement in solicitations: “A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:

  • (A) Small business;
  • (B) Service-disabled veteran-owned small business;
  • (C) Women-owned small business (WOSB) under the WOSB Program;
  • (D) Economically disadvantaged women-owned small business under the WOSB Program; or
  • (E) Historically underutilized business zone small business.”

Defense Federal Acquisition Regulation Supplement: Prohibition on Award to Contractors That Require Certain Nondisclosure Agreements (DFARS Case 2021-D018)

DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act for Fiscal Year 2021 that prohibits the award of any DoD contracts to an entity that requires its employees to sign internal confidentiality agreements or statements that would prohibit or otherwise restrict its employees from lawfully reporting waste, fraud, or abuse related to the performance of a DoD contract to a designated investigative or law enforcement representative of DoD authorized to receive such information.

DLA and TM Partnership

The Defense Logistics Agency (DLA) has partnered with N-Tier Illumination (TM) to better understand potential supply chain vulnerabilities and develop risk mitigation strategies. N-Tier Illumination (TM) is a secure, commercial supply chain discovery and risk management tool that helps organizations understand key relationships across their supply chain.

Supply chain mapping is a new requirement for DLA. The National Defense Authorization Act (NDAA) for FY2022, Section 841-10 USCA ? 2509, requires DOD to streamline and digitize its approach for identifying and mitigating risks to the defense industrial base. This section also adds that the DoD must develop capabilities to map supply chains and to assess risks to the supply chain for major end items by business sector, vendor, program, part, and other metrics.

The Contracting Academy


Sessions will focus on federal and federal prime contractor opportunities for

diverse and small businesses.

This year’s sessions:

  • 9:00 AM Central Time – FEDERAL AGENCY PANEL – The Federal Government spends over $600 billion annually on a wide range of goods and services. In the federal market, small and diverse firms have a competitive advantage – contracting goals are in place for small, disadvantaged (includes minority), woman, service-disabled veteran and HUBZone certified firms. During this session you will hear from federal agency representatives on what they buy, what they look for in a contractor, what opportunities are available and what they expect from their contractors.

  • 10:00 AM Central Time – FEDERAL PRIME CONTRACTOR PANEL – Large federal prime contractors with large federal contracts are obligated to work with small and diverse businesses. These contractors have what is known as a “small business subcontracting plan” which outlines their subcontracting plans and small business goals. During this session, federal prime contractors will share information about their firms and about their contracts, and how a small / diverse business could become their subcontractor.

  • 11:00 AM Central Time – UNDERSTANDING TEAMING – PARTNERING – MENTORING – JOINT VENTURES – In Federal Government contracting, your competitor on today’s opportunity may be your partner on the next project. Successful federal contractors understand and leverage the competitive advantage that the various TEAMING methods and programs can bring. During this session you will learn about some of these federal programs, and how to bring teaming into your Federal Government market development and growth strategy.

Government Opportunities Business Day in Partnership with Truax Field/ 115th Fighter Wing

Big changes are coming! The 115th Fighter Wing in Madison, WI will host an information and opportunities session for interested businesses on November 15 from 1:30 PM – 4:00 PM.


Over the last several years, Truax Field and the 115th Fighter Wing based in Madison, WI have been in the news. Last year, the Air Force selected the 115th as one of two units in the country to get the next group of F-35s. The planes will replace the 115th’s aging F-16s. The first F-35s are set to arrive at Truax in 2023. On October 5, the last F-16 Fighting Falcon aircraft left Truax Field. The first contract supporting this transition was awarded in 2021.


Learn about upcoming contracting opportunities and meet with Buyer representatives from Truax Field and the 115th Fighter Wing during this Nov. 15 event. Opportunities include:
