GSA Preparing Switch to eSignature for Multiple Award Schedule Offers and Modifications

Contract holders will also see new security measures being implemented in the near future for eOffer and eMod.

In one month, contract holders on the General Services Administration’s Multiple Award Schedule will be able to sign offers and contract modifications digitally using DocuSign. The move will come ahead of more changes that will bring additional security to two contract management portals.
Utilization of login.gov expands to FPDS-NG

In mid-October some of the report generation features on FPDS-NG were transferred to the Data Bank located at beta.sam.gov. “Static reports like National Interest Action reports (including the bi-weekly COVID-19 report), the annual Small Business Goaling Reports, the annual Top 100 Contractor Reports, and other periodic reports of government-wide data, remain publicly available.

Effective November 30, 2020

DoD is issuing an interim rule to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a DoD Assessment Methodology and Cybersecurity Maturity Model Certification framework in order to assess contractor implementation of cybersecurity requirements and enhance the protection of unclassified information within the DoD supply chain. Consolidation of Mentor-Protégé Programs and Other Government Contracting Amendments. 

This rule merges the 8(a) Business Development (BD) Mentor-Protégé Program and the All Small Mentor-Protégé Program to eliminate confusion and remove unnecessary duplication of functions within SBA. This rule also eliminates the requirement that 8(a) Participants seeking to be awarded an 8(a) contract as a joint venture submit the joint venture agreement to SBA for review and approval prior to contract award, revises several 8(a) BD program regulations to reduce unnecessary or excessive burdens on 8(a) Participants, and clarifies other related regulatory provisions to eliminate confusion among small businesses and procuring activities. In addition, in response to public comment, the rule requires a business concern to recertify its size and/or socioeconomic status for all set-aside orders under unrestricted multiple award contracts, unless the contract authorized limited pools of concerns for which size and/or status was required. This rule is effective on November 16, 2020, except for Sec. 127.504 which is effective October 16, 2020.

The Contracting Academy (TCA) - Virtual

The Contracting Academy (TCA) is an opportunity for businesses to grow their technical knowledge of contracting with the State of Wisconsin, Federal Government and Government Prime contractors . The series of workshops will benefit established businesses looking to grow and develop their government sales. Sessions are being scheduled in conjunction with this year’s Virtual Marketplace 2020 during the afternoons of December 8,9 and 10. Topics and schedule will be posted soon and will include sessions on topics ranging from doing business with the State of Wisconsin, small business certifications, proposal preparation and much more.
