2025 Manufacturing Readiness Level (MRL) Deskbook
The Department of Defense announces the release of the 2025 version of the Manufacturing Readiness Level (MRL) Deskbook. MRL criteria and metrics provide a standardized scale and vocabulary for assessing and discussing manufacturing maturity and risk. Using these tools, an MRL Assessment offers a structured method to evaluate manufacturing processes, procedures, and techniques across technologies, components, items, subsystems, and systems—fostering innovation and efficiency in rebuilding our military.
This document details best practices for conducting manufacturing assessments using the MRL criteria. It targets individuals responsible for performing these evaluations, including acquisition project managers, systems engineers, manufacturing managers, and leaders of technology development and demonstration projects.

SBA Launches New Onshoring Portal
SBA Administrator Kelly Loeffler recently announced the launch of the Make Onshoring Great Again Portal, a free tool designed to help small businesses identify U.S. manufacturers and producers.
With a database of more than 1 million American suppliers, the searchable portal will empower job creators to source domestic suppliers to support their operations – which will in turn support American jobs and reconnect our supply chain with U.S-based production.

GSA, OMB, NASA, DoD Launch Revolutionary FAR Overhaul Website
In a historic move to rein in government inefficiency and protect taxpayer dollars, President Trump launched the most significant update to federal purchasing rules in over four decades. Today, GSA is proud to publish the new Revolutionary FAR Overhaul Page at Acquisition.gov.
The Revolutionary FAR Overhaul (RFO) will modernize the Federal Acquisition Regulation (FAR), the rulebook agencies follow when buying everything from software to military equipment.
This effort, directed under Executive Order, is being led by the Office of Federal Procurement Policy (OFPP) in partnership with the Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA) as members of the Federal Acquisition Regulation (FAR) Council.

GSA Unveils OneGov Strategy to Transform How the Government Buys Goods and Services
Today, the U.S. General Services Administration (GSA) has launched its OneGov Strategy, a bold initiative aimed at modernizing how the federal government purchases goods and services. In this first phase, agencies will gain easier access to IT tools with standardized terms and pricing. Original Equipment Manufacturers (OEM) will benefit from a more direct and predictable engagement model while taxpayers will benefit from a smarter, more secure federal IT enterprise.
The OneGov Strategy reflects a shift in how the federal government approaches buying what it needs—not as a series of isolated purchases, but as a shared enterprise that powers everything from citizen services to national security. The initiative supports President Trump’s April 2025 Executive Order on ensuring commercial, cost-effective solutions in federal contracts.
