FACT SHEET: President Biden Issues Executive Order on Safe, Secure, and Trustworthy Artificial Intelligence
Today, President Biden is issuing a landmark Executive Order to ensure that America leads the way in seizing the promise and managing the risks of artificial intelligence (AI). The Executive Order establishes new standards for AI safety and security, protects Americans’ privacy, advances equity and civil rights, stands up for consumers and workers, promotes innovation and competition, advances American leadership around the world, and more.
As part of the Biden-Harris Administration’s comprehensive strategy for responsible innovation, the Executive Order builds on previous actions the President has taken, including work that led to voluntary commitments from 15 leading companies to drive safe, secure, and trustworthy development of AI.

Department of Defense Releases FY 2023 Military Intelligence Program Budget
The Department of Defense released today the Military Intelligence Program appropriated top line budget for FY 2023. The total MIP budget was $27.9 billion and is aligned to support the National Defense Strategy.
The department has determined that releasing this top line figure does not jeopardize any classified activities within the MIP. No other MIP budget figures or program details will be released, as they remain classified for national security reasons.

FACT SHEET: Biden-Harris Administration Announces New Better Contracting Initiative to Save Billions Annually
Today, the Biden-Harris Administration is announcing the next phase of the Federal Government’s enterprise approach, the Better Contracting Initiative (BCI). The BCI is a four-pronged initiative to ensure that the Federal Government is getting better terms and prices when purchasing goods and services. The BCI also ensures the Government is deliberate about who we buy it from, including small and disadvantaged businesses.
The Biden-Harris Administration is committed to a Government that delivers for the American people, which requires that we have the right goods and services to best serve the public. Last year alone, the Federal Government purchased $700 billion of goods and services. While Federal agencies have unique needs and purchase highly-customized items, such as fighter jets and space telescopes, most of the goods and services purchased by agencies are common commercial items that most agencies use – such as IT hardware and software, facilities maintenance, and package delivery services.

Federal Acquisition Regulation: Implementation of Federal Acquisition Supply Chain Security Act (FASCSA) Orders
DoD, GSA, and NASA are issuing an interim rule amending the Federal Acquisition Regulation (FAR) to implement supply chain risk information sharing and exclusion or removal orders consistent with the Federal Acquisition Supply Chain Security Act of 2018 and a final rule issued by the Federal Acquisition Security Council.

FAA Tech Sprints Addressing Runway Safety Priorities
The Federal Aviation Administration (FAA) is undertaking a three-part technology “sprint” that aims to quickly deploy three tech upgrades aimed at increasing runway safety, according to a senior FAA official who testified before Congress this week.
Tim Arel, chief operating officer at the FAA’s Air Traffic Organization (ATO), discussed those technological initiatives during a Senate Commerce, Science, and Transportation subcommittee on Aviation Safety, Operations and Innovation hearing on Nov. 9.

DHS Launches new Office of Homeland Security Statistics
The Department of Homeland Security (DHS) on Thursday unveiled its new Office of Homeland Security Statistics (OHSS), which aims to advance DHS’s statistical reporting and analysis capabilities.
The new office said on Nov. 9 it plans to begin releasing its initial sets of data in the coming weeks and throughout fiscal year 2024, including a report on Federal cybersecurity incidents.

Federal Spending Transparency: Opportunities to Improve USAspending.gov Data
Many federal agencies must report their spending data on USAspending.gov to help the government—and the public—track federal funds.
In this Q&A report, we found that 49 agencies didn't report data to USAspending.gov. And neither Treasury nor the Office of Management and Budget have clear responsibility to determine which agencies should report. Also, some agencies reported amounts of COVID-19 spending to the website that didn't match their budget and annual financial reports.
