Volk Field holds 16th Annual Wisconsin GOBC, discussed sales and grants

Business owners, government agency officials, and military leaders gathered at Volk Field on July 13-14 to discuss sales, grants, and other business opportunities.

The 16th Annual Wisconsin Government Opportunities Business Conference featured two days of discussions regarding state government and its relationships with businesses, economic organizations, and defense contractors. Topics included grants and other forms of funding, as well as selling products and services to the government and private enterprises.
Past Performance Ratings for Small Business Joint Venture Members and Small Business First-Tier Subcontractors

The U.S. Small Business Administration (SBA) is amending its regulations to implement new provisions of the National Defense Authorization Act (NDAA) Fiscal Year (FY) 2021. The final rule provides new methods for small business government contractors to obtain past performance ratings to be used with offers on prime contracts with the Federal Government. A small business contractor may use a past performance rating for work performed as a member of a joint venture or for work performed as a first-tier subcontractor. This final rule updates the requirements for small business subcontracting plans to add a requirement for prime contractors to provide past performance to a first-tier, small business subcontractor when requested by the small business. Effective August 22 2022
New commander takes charge of Fort McCoy Garrison

Col. Stephen T. Messenger became the new commander of Fort McCoy Garrison on July 14 during a change-of-command ceremony at Veterans Memorial Plaza at the installation’s historic Commemorative Area.

Messenger received the garrison flag from Brenda McCullough, director of U.S. Army Installation Management Command Directorate-Readiness. After taking command, Messenger said he’s ready for the challenge.
US Department of Labor Proposes Rule to Provide Workers on Federal Service Contracts Right of First Refusal of Employment

The U.S. Department of Labor will publish a Notice of Proposed Rulemaking on July 15, 2022, to implement the requirements of Executive Order 14055, “Nondisplacement of Qualified Workers Under Service Contracts.” The proposal would benefit workers who perform work on service contracts by generally requiring that they receive an offer of employment from a successor contractor to a position for which they are qualified.

EO 14055 requires that contractors and subcontractors performing work on covered federal service contracts (i.e., most SCA-covered contracts over $250,000), must, in good faith, offer service employees employed under the predecessor contract a right of first refusal of employment on the successor contract. By doing so, the order seeks to prevent displacement of skilled workers in the federal services workforce. The proposed rule would establish standards and procedures for implementing and enforcing the nondisplacement protections under the order.

Part 1 is the panel, “Roadmap to doing Business with Private Companies and Public Agency Partners.” The panel will have representatives from a government agency, industry representatives, and general contractors who will discuss how to do business with their organizations.

Part 2 is reserved for networking. The networking will give businesses an opportunity to network with corporate buyers, resource providers, government agencies, lenders, and more.
