Members of the WVCDL,
Your Board of Directors is pleased to report three significant legislative victories advancing the right to keep and bear arms in West Virginia.
Governor Patrick Morrisey has signed the following bills into law:
- HB 4106 – Extends Constitutional Carry protections to 18–20-year-old adults, ensuring that Constitutional Carry more fully reflects its promise: that every law-abiding adult in West Virginia can exercise their rights without begging for the state’s permission.
- SB 800 – Corrects an oversight in West Virginia’s expungement process by restoring the right to serve on a jury. This addresses a gap that had been used by NICS to deny firearms transactions, even where individuals had validly expunged records under WV law.
- HB 4169 – Broadens the pool of qualified professionals who may provide mental health certifications, expanding available remedies for individuals with prior civil commitments and related firearms disabilities.
These reforms are meaningful, practical improvements to West Virginia law. They protect your rights, correct injustices, and ensure that our laws function as intended.
We extend our sincere thanks to Governor Patrick Morrisey for prioritizing the right to keep and bear arms this year.
We also wish to thank some of the legislators who played key roles in advancing this legislation:
- Senator Tom Willis
- Delegate JB Akers
- Senator Chris Rose
- Delegate Chuck Horst
- Delegate Ian Masters
These legislators made the Second Amendment a priority this session, and their specific efforts moved these bills through the legislative process. Shepherding good bills through the session is often thankless work, and WVCDL takes notice. Some of these legislators took undue flack from all sides this session, and you can help correct that in your conversations and social media activity.
On that note, it is an election year and your BoD is actively working on grades and endorsements for the primary season. We are also already thinking ahead to next year where we hope to see real Capitol Carry, Restoration of Rights, and the repeal of the State Machine Gun Ban complete the legislative process. Stay sharp, stay involved, and stay focused!
In liberty,
Kevin Patrick, Jr.
President
