Dear Neighbors,


We had an incredible time walking in the MLK Parade last week, which was also the start of a snowy week in DC. Friday, DC Water experienced an unexpected loss of water supply from the Army Corps of Engineers’ Washington Aqueduct, resulting in a loss of pressure in our distribution system, and triggering a Boil Water Advisory. As soon as my office learned residents were without water, we were in touch with DC Water and the Mayor’s Office of Community Relations and Services. I shared updates immediately as we received them (make sure to follow me on Twitter for timely news). I want to especially thank the University of the District of Columbia for making their campus accessible for residents to pick up bottled water late into Friday evening.


At Tuesday’s Committee of the Whole meeting, my council colleagues and I discussed the Secure DC Omnibus. The bill will have the first of two Council votes on Tuesday, February 6. I am thankful to Councilmember Brooke Pinto for her work to bring these initiatives together. I will continue working with her and others on the Council between now and the first vote to achieve a bill that has the support of the Council and best serves the residents of DC.


Last week, I welcomed more than 125 people to the Cleveland Park Library, and nearly 100 over Zoom, where I hosted a forum on crime and public safety in our city. Thank you to MPD Chief Pamela A. Smith, US Attorney Matthew Graves, Attorney General Brian Schwalb, and Office of Unified Communications Director Heather McGaffin who joined me, as well as residents who shared their concerns.


Performance Oversight Hearings have begun and will continue throughout the next few weeks. They will be followed by the FY25 budget process. Catch up on these and other District news items below, and I hope to see you at my office’s Workday in the Ward next week.

Participate in Performance Oversight Hearings 

Performance Oversight Hearings are an opportunity for the DC Council and the public to ask questions of District agencies regarding the implementation and execution of programming, relevant legislation, and funded opportunities. See the full calendar for the hearings, which continue through Friday, March 1, and sign up to testify.

What’s in the Next Budget Matters

Last weekend, more than 60 people joined my second-annual Budget Listening Session to share their priorities as we plan where the District’s dollars should go. There’s still time for you to let me know your priorities by emailing fruminoffice@dccouncil.gov.

Workday in the Ward

Join me and my staff at our next Workday in the Ward on Thursday, February 1, from 8 am to 5 pm at Open City, 2331 Calvert St. NW, just south of the Woodley Park-Zoo/Adams Morgan Metro station. My team and I will be there to meet constituents, answer questions, and provide connections to government and community resources. District departments will join us, too:

  • 8 to 10 am: Coffee with the Councilmember
  • 10 to 11 am: Office of Attorney General
  • 10 am to noon: Metropolitan Police Department
  • Noon to 1 pm: Department of Buildings
  • Noon to 1 pm: Department of Licensing and Consumer Protection
  • 1:30 to 2:30 pm: Department of Public Works SWEEP Team and Parking Enforcement
  • 2 to 4 pm: Department of Transportation
  • 3 to 4 pm: Department of Parks and Recreation
  • 3 to 4 pm: Mayor's Office of Community Relations and Services

DMPED Releases RFP for Chevy Chase Civic Site

The Office of the Deputy Mayor for Planning and Economic Development has released a Request for Proposals for the Chevy Chase Civic Site, an approximately 73,390-square-foot lot improved with the Chevy Chase Neighborhood Library and the Chevy Chase Community Center. I intend to work with DMPED to ensure the site will showcase a world-class library and community center, affordable housing, and ample green and common space for Ward 3 residents. This is an important opportunity to create a community facility that fits the neighborhood and serves our housing goals.

Submit a Constituent Services Request

Leaf Collection in Section C Begins Soon

The second pass at leaf collection in Section B is still underway, and the second pass for leaf collection in Section C will begin on Monday, January 29. If you live in Section C, have your leaves raked to the tree box or curbside by Sunday, January 28. 


Apply for Health Insurance through DC Health Link

The deadline for open enrollment on the District's online health insurance marketplace is Wednesday, Jan. 31. This year, 27 private insurance options from CareFirst BCBS and Kaiser Permanente are available for individuals and families. In-person assistance will be available at various outreach events over the next few days. Eligible District residents can enroll in a health insurance plan online through dchealthlink.com or by calling 855-532-5465.


Launch of DC’s Office of Education Through Employment Pathways 

The District announced its new Office of Education Through Employment Pathways, which is focused on opportunities and support systems that set DC residents on a path to economic mobility.


MBSYEP Youth & Host Applications Are Now Open

The 45th year of the Mayor Marion S. Barry Summer Youth Employment Program has opened applications for both youth interns and host employers. For nearly five decades, this program has offered teenagers the opportunity to work in DC businesses, gaining valuable, real-life experience. Applications close Wednesday, March 6, with the program running Monday, June 24, to Friday, August 2.


Learn About the E-Bike Incentive Program

The District Department of Transportation has set up a website for the Electric Bicycle Incentive Program, which is expected to start accepting applications this spring. Visit ddot.dc.gov/ebikes and email ebike.incentive@dc.gov to be notified when applications are open.


A Reminder About Snowfalls

DC law requires residential and commercial property owners to remove snow and ice from the sidewalks around their properties within the first eight hours of daylight after a storm ends. Otherwise, commercial property owners may be fined $150, and residential property owners may be fined $25. If you need assistance clearing your sidewalk, visit served.galaxydigital.com/snow-team.

Matt on the Move

Last weekend, I stopped by Janney Elementary for an exciting talent show, then joined Alice Deal Middle School for the portrait unveiling of James Albright and Melissa Kim, two great principals in a trifecta with today’s Principal Diedre Neal. I also walked through the school’s International Night, where I tested my skills in “Name that Canadian Singer.” The event helped support scholarships for students to participate in eighth-grade international trips.
