Buy American Infrastructure Final Rule with implementation guidance now in effect, but some waivers may exist. HUBZone: Governor Inslee added 16 areas to the HUBZone Map earlier this year. These newly designated areas will expire in February 2024 unless the Governor provides additional data to extend the designation. The 16 areas include census tracks in Benton, Chelan, King, Island, Pierce, Skagit, Snohomish, Spokane, Thurston, Whatcom, and Yakima Counties. View the map at this link.

SBA 8(a) Program - Court activity continues in the controversial Ultima Decision that created a pause in the program and now requires 8(a) firms and applicants to submit a narrative of disadvantage. In the meantime, the Small Business Administration has reopened the application portal and issued a statement reaffirming support for the program. Read the press release here, access an 8(a) toolkit here, and contact your local APEX Accelerator Advisor with your questions.

Federal Prime Contractors may take credit for lower tier subcontractors, a new rule in effect Nov 13. Read the full rule here that allows primes to elect to take credit for lower-tier subcontracts on their small business subcontracting plans.

Innovation: Aerospace Tech Hub designation lands in Spokane and the Pacific Northwest Hydrogen Hub lands in Lewis County – Through a highly competitive bid process, Washington State’s innovator ecosystems rose to the top in both aerospace and clean energy. Innovators in these industries and others are encouraged to reach out to Washington APEX Accelerator for 1:1 technical assistance on how to find research and development funding.
