Major Navy Construction May Begin in 2026

Described as a “once in a generation” investment in our country’s national security, the Shipyard Infrastructure Optimization Program (SIOP) is a $21-billion, 20-year program with significant activity at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Bremerton. At a recent summit hosted by the Kitsap Economic Development Alliance, Navy officials outlined the status and future timeline of the projects at Bremerton. If all goes as planned, expect to see an award and groundbreaking in Fiscal year 2026 for a new multi-mission dry dock capable of docking the USS Ford-Class Aircraft carrier. The Navy is currently at 15% of the design. Once the project kicks off, it’s expected to last 8 years. View the full event recap and slide deck here. 8(a) Narratives of Social Disadvantage Must Be Approved Prior to Award.

As a result of a recent court injunction, the Small Business Administration paused any new applications into their business development program for socially and economically disadvantaged businesses known as the 8(a) Program. This moratorium continues, and, in the meantime, there is a significant effort to get existing 8(a) program participants' narratives written and approved. Existing 8(a) firms that were approved into the program with a presumption are urged to work on their narratives now as the timeline to submit just prior to award has been as short as 1-3 days. These narratives are often challenging to write; your local APEX Accelerator advisor is standing by to support 8(a) participants and applicants through the process.
