Federal Acquisition Regulations Overhaul


The FAR overhaul known as “FAR 2.0” has begun. Authorized by Presidential Executive Order, the undertaking allows agencies to immediately remove non-critical requirements. Non statutory requirements may be shifted over to strategic guidance “buying guides.” Businesses participating in the federal marketplace should be aware of changes to the FAR as these may impact your costs, compliance, and risk level. Watch for updates and review the updated FAR and agency adoption via deviations here. Each section includes a "practitioner album" that shows the sections of the FAR that have been removed. For example, Far Part 10 for Market Research no longer instructs agencies to use market research to determine whether an acquisition should be set aside for small businesses or other socio-economic groups. However, FAR 19 that outlines the rules for SBA small business programs and subcontracting plans remains untouched for now.

  • MRSC Rate changes – The Washington Statewide Roster Remains Free for Public Works Small Business Enterprise (PWSBE) Certified Firms. Due to cuts in state funding, the statewide rosters managed by MRSC will experience a pricing increase for both business and agency users effective October 1st. Firms certified as Public Works Small Business Enterprise can be registered on the rosters at no cost through July 2026. Is your firm eligible for PWSBE? View eligibility requirements here.   • Cyber Security:
  • The Cyber Accreditation Body is confirmed to speak alongside Microsoft and DoD Contracting Officers at the annual CMMC – Pacific NW event. This in-person event on October 27-28 is designed for Defense contractors preparing for CMMC certification, IT and cybersecurity professionals, managers, compliance officers and others.
  • To accommodate increasing demand, Washington APEX is launching another CMMC Level 1 Readiness Workshop in October for businesses interested in contracting with the Department of Defense and Defense Primes. All businesses contracting with the Department of Defense – whether a prime, subcontractor or supplier * – need to meet new CMMC Level 1 cybersecurity requirements included in DoD contracts this year. This will not only help secure your business from general cyber-attack; it will also ensure that your business complies with base level requirements to compete on federal defense contracts. Registration opens mid-month here.
  • Washington Trucking Consortium - Trucking Companies & Primes,– WSDOT has partnered with Emerald Consulting, LLC to create a Trucking Consortium to allow disadvantaged business enterprises to work as a group to secure subcontracts with WSDOT primes. If you are a DBE certified trucking company or a large prime needing trucking services, please reach out to Mary at mary@emeraldconsultingwa.com

  • Did you know? The DoD releases new SBIR/STTR topics on the first Wednesday of every month. Visit https://www.dodsbirsttr.mil/ and scroll to the bottom of the page to view the DoD’s forecasted release schedules for FY25 and FY26.
  • Deadlines to note: Each DoD SBIR topic release has a corresponding set of deadlines: Pre-solicitation, Open Date, and Close Date. Take advantage of the pre-solicitation phase by asking technical questions about SBIR topics directly to Topic Authors (TA) or a Technical Point of Contact (TPOC). After the open date, communication with TA and TPOCs limited to written Q&A through DSIP only.
