About the Advanced Water Purification Demonstration Program   

The demonstration project evaluated the feasibility of the Advanced Water Purification Program's treatment process from April 2015 through April 2016.

More than 4,500 water quality tests were completed and found that the facility successfully passed water quality standards.
 

The facility produced approximately 100,000 gallons of purified water each day for testing purposes to ensure it meets the public health objectives to earn approval from the State Water Resources Control Board's Division of Drinking Water.

The ultimate goal is to develop a proven full-scale program that secures a long-term solution for a local, cost effective, safe and drought proof drinking water supply for East San Diego County.
 

 

About Padre Dam
Padre Dam provides water, sewer, recycled water and recreation services to approximately 100,000 residents in East San Diego County including Santee, El Cajon, Lakeside, Flinn Springs, Harbison Canyon, Blossom Valley, Alpine, Dehesa and Crest.
  
The District is a public agency with policies and procedures directed by an elected five-member Board of Directors. The District imports 100% of its treated water supply and treats two million gallons per day (MGD) of wastewater at the Ray Stoyer Water Recycling Facility.



The Advanced Water Purification Program has many accomplishments to share! 

The Demonstration Facility successfully completed rigorous year-long testing to prove the effectiveness of the four-step treatment process using innovative technologies. 

More federal grant funding was just announced! The program will receive $4.5 million from the Bureau of Reclamation. Combined with other grants, this brings total grant funding for the first phase of the full scale program to $10.7 million.

We also attained public outreach success through an extensive community outreach and tour program which provided tours to more than 2,000 people this past year. 

Additional studies and planning are now underway to move the project forward and create a new locally controlled, sustainable and drought proof water supply for the East San Diego County community. 

Full Stream Ahead for Advanced Water Purification
The Advanced Water Purification program is moving forward to create a new source of drinking water for East San Diego County. 
We are now conducting engineering and planning studies to research areas of financial feasibility, ratepayer affordability, and environmental and regulatory compliance. The study will also identify potential locations 
for the program's infrastructure, including the drinking water  pipeline to the Santee Groundwater Basin and/or Lake Jennings.

The program will be constructed in phases to expand treatment capacities to meet East County's recycling needs through 2035 and beyond. Click here to learn about the project's schedule.

Students fold and play an educational origami activity to learn the benefits of water purification.
The Advanced Water Purification Demonstration Facility is bustling with visitors excited to see the water purification process in action. In fact, nearly 1,000 East County students, from elementary school through college, along with Girl and Boy Scout Troops, toured the facility this spring!


Squeeze bottles
Using their own hands, students and Scouts squeeze water through membranes to visually see and understand the water-cleaning process.
Students and Scouts
learn about water resources, touch water filtration membranes and follow the four advanced water purification treatment steps in action. They also learn where their water comes from and create a "watergami" craft. Scouts earn a fun patch after completing the tour.

Video
Our video, " Water, Too Good to Waste", recently won three communication awards from the Public Relations Society of America, California Association of Public Information Officials and the Association of Marketing and Communication Professionals.

Padre Dam and the Advanced Water Purification Program created the video to provide East County water customers with a better understanding of why the Advanced Water Purification Program is essential for the community.

Padre Dam Named '2015 Agency of the Year'
Padre Dam Municipal Water District was recently named ' 2015 Agency of the Year' by the  Water Reliability Coalition for our expedient planning, approval and construction of the Advanced Water Purification Demonstration Program!
