SERCAP’s Housing Team, through its Lead Hazard Reduction (LHR) Program, recently assisted a low-income family of three living in the City of Lynchburg, VA. The family has been living in the home since 2022 but recently became concerned about possible lead exposure while expecting their first child and attempting to renovate the structure. Due to their low-income status, the family was unable to afford the cost of any Lead Paint Remediation services without causing significant financial hardship.
Fortunately, the family contacted SERCAP, and the agency provided both technical and financial assistance for the project. Funded by the Virginia Department of Housing & Community Development (DHCD), SERCAP’s LHR Program provides eligible households with technical and financial assistance to reduce lead paint hazards in their home. The Program focuses on Low-to-Moderate Income (LMI) households with either a child under the age of six or a pregnant woman living in or spending a significant amount of time in the home. Through this program, SERCAP’s Housing Team was able to provide critical rehabilitation to the single-family home, reducing lead hazards in the home and improving the family’s environmental health and safety.
Construction for the project was awarded to A. Massenburg, Inc. (an approved lead and abatement contractor) for the full $86,285.00 project cost. The project was recently completed, and the rehabilitation work included lead paint stabilization and abatement, replacement of 32 windows, electrical improvements, installation of additional outlets, and other necessary repairs.
Without SERCAP’s full slate of programs and services, low-to-moderate income (LMI) individuals/families and rural communities would be forced to go without such necessities as reliable access to clean drinking water, indoor plumbing, safe and affordable housing, community development and infrastructure needs, water/wastewater infrastructure solutions, and more. It is important to remember that even in the US in the 21st Century, there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing.
