Black Sea Security: 5 Ukrainian Legal Steps

USUF Advisory Board member and one of Ukraine's leading maritime legal experts, Bohdan Ustymenko, has distilled the issues Ukraine faces in the Black and Azov seas as a result of Russian aggression into a scheme that also describes five immediate measures Ukraine must take to begin addressing these challenges:
  1. Establish the breadth of the Ukrainian territorial sea
  2. Delimit the maritime boundaries (Ukraine/Russia & Georgia/Russia)
  3. Inform all states that the Azov Treaty is being voided
  4. Create a Joint Maritime Operations Center
  5. Adopt a Ukrainian Maritime Security Strategy (UMSS)
