2024 Distinguished Knighton Award

The Association of Local Government Auditors (ALGA) awarded our Office a 2024 Distinguished Knighton Award for best performance audit among similar-sized local government audit organizations in the United States and Canada. 



The judges made the following comments about our November 2024 Performance Audit of Citywide Pay Equity: "The audit tackled a sensitive topic, and its data-driven approach allowed for the presentation of neutral and unbiased results that provide valuable assurance to decision-makers and the public. The report's findings were clear and concise, and the effective use of graphics and visuals made the information accessible to a wide range of readers."


We are proud to have received this prestigious national award from ALGA, which recognizes excellence in local government performance audits among its over 300 member organizations.

Recently Published Reports

New! Semiannual Audit Recommendation Follow-Up Report


Our Office has completed its third semiannual Audit Recommendation Follow-Up Report, which provides the statuses of open audit recommendations as of December 31, 2024.


This report provides updates to the previous semiannual Audit Recommendation Follow-Up Report, issued in October 2024, as of June 30, 2024, and the statuses of recommendations from audit reports issued since then. It summarizes 288 unique audit recommendations from 45 performance audits issued since 2014.

We detail the statuses of 160 recommendations that were either open or newly issued as of our last follow-up cycle.


We found that the City Administration has implemented 50 percent of audit recommendations, and of the 126 recommendations that remain open, 73 have been partially implemented.

Auditor Houston will present this #ARFU report to the Finance and Management Committee on April 22, 2025, at 9:30 a.m. and at the full City Council meeting on May 13, 2025, at 3:30 p.m. Come support us by attending the meeting and encouraging the Administration to implement recommendations you feel strongly about!

New! 2024 Annual Accomplishments Report


Our Office released its 2024 Annual Accomplishments Report on April 9, 2025, pursuant to the City Charter, which mandates the publication of this report annually.


The Annual Report outlines the audits and other reports published in 2024, reiterates our mission, vision, and values, and provides updates on our planned audits and those currently in progress. It also highlights all our Office engagements with the community and City employees throughout 2024, and reintroduces our current team members.



Key accomplishments in 2024 include:

  • Publishing five performance audits
  • Releasing two Semiannual Audit Recommendation Follow-up Reports
  • Conducting three financial analyses of ballot measures
  • Publishing our Annual Whistleblower Report
  • Publishing our Annual Work Plan for the fiscal year 2024-25
  • Publishing ten newsletters (sent to residents and City employees)
  • Presenting seven reports to the City Council
  • Attending twenty community presentations/events


Although we are a small team of eight, we are proud of the work we do and its impact on the City of Oakland—we hope you are, too!

A career public servant, Michael C. Houston has been a government auditor and investigator for 17 years. He first worked as a performance auditor for the City of San Jose’s independent City Auditor’s Office from 2008 to 2017 and then as the Director of Compliance and Internal Control at California State University East Bay, where he directed the audit and investigation functions between 2017 and 2019.


Michael has worked in the Oakland City Auditor’s Office since 2019, initially serving as the Whistleblower Program Manager and then as the Assistant City Auditor. In a March 2024 Special Election, Michael was elected to complete the term of the previous City Auditor, who resigned on October 13, 2023.


Michael has a Master of Public Policy degree from U.C. Berkeley, a Bachelor of Arts degree in History from Sonoma State University, and is a Certified Internal Auditor.
