USAID’s Office of Education is committed to collecting, analyzing and using disability data in USAID Education Programming in order to ensure efforts are inclusive of children and youth with disabilities. In 2018,  USAID released guidance to partners and staff promoting the use of the Washington Group Short Set of Disability Questions (WGSS) for education planning, monitoring and evaluation purposes across the USAID Program Cycle. This guidance noted that the WGSS might be less precise when used with children. Thus, USAID is beginning a journey to understand how to best measure disability in primary school aged children.
 
Implementing Partners (IPs) have developed disability data collection tools for use in primary-level education programming. USAID, through its Data and Evidence for Education Programs (DEEP) activity, will carry out:
  • A mapping of tools designed to identify children with disabilities
  • Meta-analysis of the quality and reliability of disability data collected by IPs
  • A consensus building workshop around best practice in collecting disability data on children in USAID-funded education programming
