Below are the prices associated with requesting a resale certificate.  The initial resale certificate can be requested here in the office or at Spectrum. 

It's important that you know we have 8 business days to deliver the resale certificate to you.  Our Standards Department will continue to come to the home to provide the inspection.   

The "Resale Certificate" itself has information on the property such as unpaid assessments, special assessments, improvements or lawsuits to common areas of the Association.  Please send "Requests for Resales" to or stop by the VWOA office.    

The "Statement of Account" is a separate document which is normally included in the resale packet along with the resale certificate.  It also lists any fees associated with the property or the Association.  All "Statement of Accounts" can be sent to or stop by the VWOA office. 
The "Transfer Fee" is a fee that Spectrum Association Management charges anytime there is a transfer of property from one owner to another.  It's important to note that this is a $200 fee that is charged with a Statement of Account or a Resale Certificate.

The new Standards now summarizes the responsibilities of the primary groups associated with management of and maintaining the CC&Rs and Standards for the VWOA.  Key players are the Board of Directors, Architectural Review Committee, Standards Department and Homeowners/Tenants.


The CC&Rs requires the Board of Directors to establish the Architectural Review Committee by appointing three (3) regular members and two (2) alternate members.


The Architectural Review Committees consists of volunteer Homeowners who are sensitive to the desires and needs of residents.  The primary objective of this Committee is to enhance and preserve property values throughout the community while being as consistent and fair as possible with their decisions and recommendations. The Committee has the authority to:
  • Adopt and administer the review process on behalf of the VWOA;
  • Review and approve or disapprove plans and specifications for each request for improvements/ changes to the premises;
  • Make changes to the Standards as deemed necessary in accordance with the CC&Rs and applicable Federal, State and local laws; and,
  • Make reasonable effort to assist the applicant with their requests and any other concerns regarding the 'Standards.'

The Standards Department is responsible for monitoring all residential properties within the Association to ensure that they are in compliance with the CC&Rs and Standards.


All Homeowners/Tenants are responsible for maintaining the property and complying with terms and conditions in accordance with the CC&Rs and the Standards. Other than those items shown in Appendix A of the Standards, Homeowners' assessments must be current before improvements or changes can be requested.

In addition, Tenants must obtain their property owner's written approval for each change/improvement as outlined on the PIA, and include it with the Application (PIA). The Homeowners are responsible for informing those who lease/rent their property that they have certain responsibilities under these Standards and the CC&Rs.

One of the greatest features of living in the Villages of Westcreek is the large number of heritage oak trees that grace our properties. Sometimes, we take them for granted without giving them a second thought.  These beautiful trees are under threat from a vascular fungal disease called "Oak Wilt," which has been reported in recent years within our community. 

We are seeing signs of the disease i n neighboring communities on the outskirts of Westcreek.  If Oak Wilt were to start invading oak trees in our community, it would not only impact the landscape but our property values as well.  It is important that we understand how this disease is spread and what steps we can take to prevent it from taking hold in the Villages of Westcreek.

A lot of mythology surrounds the oak wilt disease that's so common in our region. Arborist Mark Peterson sets the record straight.

Homeowners, Gary and Cathy Yancey are getting a demonstration from Dawn Garza (Superintendent Parks and Recreation) on the ADA Lift at the Community Center Pool.  The ADA Lift was requested by the homeowners.  They stated "they are thankful, and really appreciate the gesture because now they can enjoy the pool together".

At a Board of Directors Meeting several months ago, Mr. Yancey requested that the VWOA consider installing a "handicap lift" at the Community Center pool, so that his wife could have access to the pool as part of her physical therapy.  The Board listened and we are happy to report that the handicap lift has been installed. 

Not only will his wife be able to enjoy the pool, but so will other members of our community, who need assistance to get in and out of the pool. 

Thanks to Mr Yancey, we can all say that "Yes, he did  make a difference!"

Shop with your neighbors at the Farmers Market!
The VWOA is hosting a Farmers Market b eginning at 9:00 A.M. till 1:00 P.M, every Thur sday, May thru September. The market will be located in the overflow parking lot adjacent to the Community Center. 

They accept WIC, Senior FMNP Vouchers and Credit Cards. Drop by and support our local farmers!
Crime Report  
  • August 1-7, 2016 - Point Valley in High Point - Homeowner called to report tagging on her fence. - Police Report Filed!
  • August 9, 2016 - Johnstown in The Oaks - Homeowner reported that a man was seen walking on Johnstown around 3:00 A.M., looking in cars and at houses. He was not caught. Police Report was filed.
  • August 10, 2016 - Saxonhill in The Oaks - In the afternoon someone set fire to the bushes in the Oaks Monument by Saxonhill and Westcreek Oaks.
  • August 10, 2016 - Johnston in The Oaks - Someone set fire to small limbs shoved in the out-going mail slot on the mail box cluster close to Johnstown.   Police Report was filed!
  • August 10, 2016 - Barkston in The Oaks - Mailbox broken into and the mail was stolen.  Postal inspector was informed.
  • Please remember to be observant in your neighborhood. Report any suspicious activities or persons to the Bexar County Sheriff's office at 210-335-6000.
  • If you see graffiti or vandalism in the Villages of Westcreek, please report it to the office at 210-679-8761.

Outside Maintenance

Outside premises of the property must be maintained in such a manner to prevent the spreading of disease and infestation, as well as discouraging rodents, snakes, roaches and other disease-carrying pests from encroaching the property.

Refer to Article X, 10.12 of the CC&Rs and Chapter 343 of the Bexar County Health and Safety Code.

Property Improvements Applications (PIA) 
  • Lessees/renters must obtain written permission from the owner and submit it with the PIA.  
  • If you have submitted a PIA for review and you need to speak with the ARC Committee, arrangements must be made with the Standards Department in order to place you on the Committee's agenda.  Please call the office at 210-679-8761 and ask to speak with the Standard's Department to make these arrangements.

2016 Assessments
Image of yellow Post It note with the Assessment and red check mark. The assessments for 2016 are $360.00 for the year or $90.00 quarterly. If you pay quarterly, please remember the due dates are January 1, April 1, July 1 and October 1, 2016. Finance charges are applied on past due assessments.

IMPORTANT:   All residents 12 and older must have a current VWOA ID card in order to access the pool and park and attend VWOA events.

Updating Your Villages of Westcreek ID Cards
Are you short on time and have trouble getting to us during our normal office hours?  Along with our regular scheduled hours during the week, our office remains open every Monday from 9:00 A.M. until 6:00 P.M. If, for whatever reason, you may not have the chance to update your ID cards, you may drop them off in an envelope at our drop box at the office.  We will gladly update your cards (assessments must be up to date) and mail them back to you.  Please remove any lanyards from them prior to drop off.  In addition to our normal business hours, the office is open on the second Saturday of each month from 9:00 A.M. - 1:00 P.M.

Payment Options
The PayPal option for paying your assessments was turned off on July 31, 2016.

Effective August 1, 2016, you have the option to pay your assessments online once you register for your account at
with the access code sent to you by Spectrum. 
If you choose to pay your assessments via the website, please note the following fees:
  • 3.5% convenience fee when paying with a credit or debit card. 
  • $1.99 fee when paying by e-check.
  • The above fees do not go to Spectrum Association Management or VWOA; they are the merchant vendor's fees.
  • You can still come into the office and pay your assessments in cash, or a check/money order without incurring a fee.   However, credit/debit card payments in the office will be processed through the website and assessed the above mentioned fee.

Facility Rental
T he Community Center, Pools and Sports Park Pavilion are available to rent for your next event. The facilities can be booked up to 6 months in advance. The office is now accepting reservations through December 2016.  For more information, please visit our website, or contact the office at 210-679-8761.
We All Have to Do Our Part!

We all have to do our part to keep our community and Sports Park clean!

Please be sure to pick up after your pets while walking in our community.

A pet waste station is located on the walking trail between the parking lot and Volleyball Court in the Sports Park.

Please note that the office will be open the second Saturday of each month from 9:00 A.M. till 1:00 P.M. to receive payments and update I.D. cards.


The administrative office of the VWOA does have a lost and found box in the front office. If you are missing something, please come by to see if we have it!   

Residents can also post missing or found pets under the Lost and Found section of our website.

Water Conservation
Year-Round watering restrictions (listed below) may be declared when the Edwards Aquifer level is above 660 feet meaning sea level at the monitored well. These rules continue until there is an announcement in the newspaper that Stage 1 is in effect and/or conditions warrant a more stringent restriction level.
  • Under Year-Round guidelines, all fountains - whether commercial or residential, or indoor or outdoor - are allowed.
  • Landscape watering with an irrigation system or sprinkler is permitted any day of the week before 11:00 A.M. or after 7:00 P.M.  Please visit website for more information.

Executive Session

The purpose of the Executive Session is to discuss personnel, pending or threatened litigation, contract negotiations, enforcement actions, confidential communications with the property owners' association's attorney, matters involving the invasion of privacy of individual owners, or matters that are to remain confidential by request of the affected parties and agreement of the board.
