"Holiday and weekend valuations"
Monday, Feb 21 - Presidents Day, was a United States financial market holiday, therefore no domestic issues were traded. If a person dies on a weekend, or a three day holiday weekend, the following IRS regulations are applied for estate and gift tax valuations.
IRS Regulation 20.2031-2(b) addresses inversely weighted means. Means are inversely weighted with respect to the number of trading days between the valuation date and pricing dates. Because neither Saturday nor Sunday are trading days, the mean for a weekend Date-of-Death is the straight average between Friday and Monday.
In the case of the three day Presidents Day weekend, correct valuation required the Friday and Tuesday prices, so valuations should not be requested until Wednesday.
