Federal Government Shutdown Continues

The shutdown of the federal government continues after the U.S. Senate failed for the 11th time Monday night to advance a U.S. House-passed measure to fund the government and end the ongoing impasse.

Why It Matters: Each day the government delays in reopening, government services remain paused – including Small Business Administration (SBA) loans, small business contracts, federal permits and other important IFA priorities.

What’s Next: The U.S. House, which hasn’t voted since September 19, remains away from Washington in an extended recess, as House leaders attempt to pressure the U.S. Senate to reopen the government without policy changes to Affordable Care Act subsidies. IFA will continue advocating for the government to reopen to resume services essential to small businesses.

IFA Promotes Responsible Franchising

On October 17, IFA submitted comments to the Federal Trade Commission (FTC) proposed Strategic Plan for fiscal years 2026-2030.

What This Means: By urging the agency to complete its review and update the Franchise Rule to reflect modern franchising realities, IFA is continuing its push for Responsible Franchising to ensure federal regulations remain clear, balanced, and supportive of franchise growth – protecting both franchisors and franchisees.

Why This Matters: The comments build on IFA’s previous recommendations urging the FTC to update the long-overdue Franchise Rule.

Senate Continues Exploring Labor Law

Today, the U.S. Senate Health, Education, Labor, and Pensions (HELP) Committee held a hearing titled Labor Law Reform Part 2: New Solutions for Finding a Pro-Worker Way Forward.

Why This Matters: The hearing is a follow-up up to the HELP Committee’s hearing on labor reform earlier in the month that examined proposals to protect workers’ interest and modernize labor law.

What Else: During last week’s hearing, franchise champion U.S. Senator Roger Marshall (R-KY) discussed the bipartisan American Franchise Act with Teamsters General President Sean O’Brien, and the importance of finding consensus on the joint employer issue.

Real Housewife Backs Franchising

Real Housewives of Salt Lake City star and franchisor Angie Katsanevas is teaming up with IFA to share her story of entrepreneurship as founder of franchised salon brand, Lunatic Fringe.

Why This Matters: After an on-screen debate with castmate Lisa Barlow, who claimed Angie only owned “one and a half” salons, Angie clarified she owns three salons and has several franchisees — a business model she proudly champions

The Main Point: Angie’s story embodies the spirit of the IFA’s Franchise Means Local campaign – proving that franchise owners are local entrepreneurs who invest in their communities, hire locally, and drive economic growth.
