VCDA Fall Conference - Repurposing Civic Buildings into Community Assets

September 24, 2025 | 9 am - 3:30 pm

Communities across the state are exploring ways to repurpose underutilized buildings into valuable local assets. This year’s VCDA Fall Conference will explore how these spaces can be transformed to meet evolving community needs. Whether it’s impending school closures, vacant churches, or unused municipal space, Vermont communities are thinking proactively about the potential uses of these buildings – from housing to childcare centers, local gathering hubs, and more. Attendees will learn about creative financing pathways, partnership models, and hear success stories. Join local leaders, planners, and development partners to share ideas, strategies and inspiring examples of how the reuse of these assets can strengthen and revitalize our communities. Barre City Railroad Crossing Projects Announced

The Vermont Agency of Transportation (VTrans) will be upgrading two railroad crossings in the City of Barre, VT, located on South Main Street/Vermont Route 14 (VT 14) near Trow & Holden and NAPA Auto Parts stores, and on Hill Street near its intersection with VT 14 and Ayers Street. The Barre City Railroad Crossing Projects [Barre City STP 2961(3) and Barre City STP 6000(32)] will involve reconstructing the at-grade railroad crossing surfaces, making minor realignments to the railroad tracks, installing new active signal warning systems, rebuilding the roadway approaches to the crossings, and adding new signage and pavement markings.

In the summer of 2025, the construction contract for these projects was awarded to J.P. Sicard, Inc. of Barton, VT, for approximately $4.49 million. Construction is anticipated to begin in the summer of 2025 or by the spring of 2026, with completion expected by fall 2026.
