Notice of Public Hearing
The Central Vermont Regional Planning Commission is considering making application to the State of Vermont for an CDBG Disaster Recovery Planning Grant under the Vermont Community Development Program. A public hearing will be held at 5:00 PM on 9/23/25 at the Central Vermont Regional Planning Commission office, 29 Main Street Suite 4, Montpelier, VT 05602 to obtain the views of citizens on community development, to furnish information concerning the amount of funds available and the range of community development activities that may be undertaken under this program, the impact to any historic and archaeological resources that may be affected by the proposed project, and to give affected citizens the opportunity to examine the proposed statement of projected use of these funds. The proposal is to apply for $1,386,000 in CDBG-DR funds which will be used to accomplish the following activities.
This proposal aims to address that shared challenge by collectively supporting long term flood recovery and flood adaptation planning and project implementation with four core elements: (1) Flood Modeling- Aggregate and improve Upper Winooski River Basin flood models, (2) Alternatives Analysis- Using the outputs from the Flood Modeling tasks, identify watershed and municipal scale flood hazard mitigation projects for sub-watersheds in the Upper Winooski by developing a framework to conduct an alternatives analysis, (3) Building Floodproofing - architects and structural engineers will assess and make flood mitigation recommendations for up to 100 vulnerable residential and mixed use buildings, and (4) Public Engagement - identify flood resilience objectives and develop community support for regional, local and building scale projects to recover from recent floods and mitigate future flood hazard impacts.

A public hearing will be held at 5:30 PM on 9/24/25 at the Central Vermont Regional Planning Commission office, 29 Main Street, Suite 4, Montpelier, VT, to obtain the views of citizens on community development, to furnish information concerning the amount of funds available and the range of community development activities that may be undertaken under this program, the impact to any historic and archaeological resources that may be affected by the proposed project, and to give affected citizens the opportunity to examine the proposed statement of projected use of these funds. The proposal is to apply for $2.5 million in CDBG-DR funds which will be used to accomplish the following activities.
This project would be to install a state-of-the-art emergency communications system that incorporates: P25 digital radio technology - trunking and LTE capabilities - redundancy and resiliency features. This funding will directly support: Modernization of the16-site microwave network with all associated necessary equipment at tower locations; this includes replacing and updating all necessary equipment with a focus on redundancy and resiliency of these towers.
