Notice of Public Hearing

The Central Vermont Regional Planning Commission will hold a public hearing on June 3rd, 2025, beginning at 4:00 pm. This hearing will be held at the Central Vermont Regional Planning Commission, 29 Main Street, Suite 4, Montpelier, Vermont, and can be also accessed via Zoom at:

The purpose of this hearing is to consider approval of the Montpelier City Plan 2025, and to make recommendations whether to confirm the City of Montpelier’s planning process under 24 VSA Section §4350.

Municipal Planning Grants Awarded in Central Vermont Region:

Municipal Planning Grants support local planning and community revitalization initiatives that ready projects for implementation, build strong communities and improve Vermont’s quality of life. Grants are awarded annually and administered by the Department of Housing and Community Development. This year grants have been awarded to the following in central Vermont:

Middlesex received $13,261 to inventory and develop a priority replacement plan for all undersized road and driveway culverts within the town road right of way. Through a public meeting and survey process, the town will develop a 5-year plan that includes a potential budget for improvements.

Northfield received $16,389 to make changes to the zoning regulations in order to address and build housing in the community.

Orange received $19,106 to update their Town Plan to include section, data, mapping, and statutory updates to their 2018 approved plan.

Barre Town received $22,500 to update the town’s zoning bylaws to address housing needs; including reforming the official zoning map, supporting new residential development in and around the town’s village centers, and engaging with the public during the process.

Williamstown received $22,970 to update their Town Plan to include data and statutory updates. In addition, significant updates will be included for Energy, Housing, Natural Resources, and Flood Resiliency Chapters to be in compliance with Acts 47, 121, 171, 174 and 181.

The State of Vermont Seeks Bold Thinkers and Doers to Develop a Pre-Permitted Statewide Plan Set for ADUs and Missing Middle Homes for the “Homes For All – Phase 3” project Request For Proposals (RFP)

The Vermont Department of Housing and Community Development (DHCD) is offering a unique, high-impact opportunity to help tackle the state’s housing shortage. We're seeking a visionary firm or expert team with experience in architecture, offsite construction, land use planning, and small-scale rural development.

The selected bidder will develop a Vermont-specific design and pre-permitted construction plan set for “missing middle” homes—helping homeowners, small developers, and municipalities deliver more housing in compact, walkable neighborhoods. This project builds on the Homes for All initiative and includes exploring how communities can become “Development-Ready” to boost housing production.

This project is more than a design challenge—it’s a chance to shape policy, support local action, and expand access to housing in underserved areas.

2025 Downtown and Village Center Tax Credit Program

In FY2026, at least $3 Million in state income tax credits are available. Credits are awarded to projects that improve building safety, attract new business, and create jobs. Projects must be within a state-designated downtown, or village center. Funding supports general rehabilitation and code compliance work. The program also funds flood mitigation upgrades and exterior façade improvements. 

Applications for the next round of tax credits are due Friday, August 1, 2025.
