Summer in the Field

CVRPC had the pleasure of working with two planning technicians over the summer, Emily Lelli and Teddy Jorgensen. These technicians’ main goal was to aid CVRPC and their constituent towns with field inventory tasks: road erosion inventory (REI) and bridge and culvert inventory. Road erosion inventory is required as part of the Municipal Roads General Permit (MRGP) program, and bridge/culvert inventory is required to keep Vermont towns eligible for grants to recover in the event of a natural disaster. REIs were completed for East Montpelier, Marshfield, Middlesex, and Moretown. Bridge and culvert inventories were completed for Middlesex, Northfield, Plainfield, and Waterbury.

The planning technicians assisted CVRPC staff with a variety of tasks around the office as well. As part of the preparation of the most recent set of Municipal Energy Targets, the techs updated documents for each town with the most recent energy data. Tech Emily Lelli helped with the Montpelier housing assessment by finding data and making visuals to display the housing needs of the city. With regards to transportation, techs researched and outlined the benefits for town citizens of increased right-of-way maintenance. They also created GIS files of the crosswalks and sidewalk corners for each town to identify gaps in regional ADA compliance. Tech Teddy Jorgensen calculated the cost per mile of municipal road per person for each town, in order to demonstrate that sprawling development patterns hurt taxpayers via inflated maintenance costs.



CVRPC’s planning technicians greatly enjoyed their positions. In their own words, they were able to learn a great deal about the planning profession while enjoying Montpelier and the beautiful landscape of central Vermont.
