Where & How Act 250 Will Expand: Tier 3 and the Road Rule

(VLCT Webinar) - November 19, 2025 | 10:00 am

In 2026, Act 250 jurisdiction will expand to strengthen protections for Vermont’s most critical natural resources and to curb forest fragmentation. This session will provide a clear overview of the new Road Rule, which governs roads constructed as part of new developments and takes effect on July 1, 2026. Draft Tier 3 rules are in development and slated to take effect December 31, 2026. We’ll walk through both sets of rules and the related maps – so you can see which areas of your municipality or region are included.

Town of Warren – Request for Scope of Work: Property Management 2025–2026

The Town of Warren seeks qualified firms or individuals to provide property management services for municipally owned properties, including historic buildings.

Grants & Funding Opportunities

RCAP/USDA Water and Environmental Program Disaster Assistance

Through a grant from the United States Department of Agriculture (USDA), the Rural Community Assistance Partnership (RCAP) is providing free training and technical assistance (TA) services to rural communities that were susceptible to be impacted by federally declared disasters in calendar year 2022.(https://www.fema.gov/disaster/declarations)

 

Any community in the counties listed would be eligible for TA support. The following Vermont counties were impacted by storms in 2022 that were declared a disaster: Chittenden, Essex, Franklin, Grand Isle, Lamoille, Orange, Orleans, Washington

 

Eligibility Requirements Water, wastewater, storm-water, and solid waste systems in rural areas with populations up to 35,000 are eligible for assistance if they were damaged by Presidentially declared disasters in calendar year 2022. Priority will be given to disadvantaged / distressed communities with populations of 5,500 or less, but all communities are encouraged to contact staff for additional information on eligibility.

 

Eligible program activities include:

  • On-site technical assistance to support post- disaster mitigation and support emergency preparedness and recovery assistance.
  • Identifying and evaluating solutions to address disaster-impacted systems’ challenges.
  • Helping communities develop and prepare loan and grant applications (including the requisite predevelopment activities).
  • Delivering critical disaster and resilience training and resources to system personnel.
