Greetings!
 
Whenever our City Council meeting adjourns early enough, I try to attend the Marble Falls Council meeting that starts at 6:00 PM. Since they surround us, I think it is important to know what is going on or planned for Marble Falls. Yesterday, I learned that their new police department building on Avenue N is about 35% complete and the estimated "move-in" will occur this October. The TCEQ requires that a city start planning expansion of wastewater lines when existing pipes are, on average, at 70% capacity over any 3 month period. Marble Falls is or soon will be working on expansion and extension of water lines, including extension of treated waste water "purple pipe" lines to the Marble Falls soccer fields, Faith Academy and Meadowlakes, plus larger pipes to deliver fresh water to the Faith Academy area.
 
The Marble Falls Fire & Rescue report for 2016 was very interesting. They received 1,624 calls, with 68% being EMS/car wreck/rescue type calls and less than 3% being for fires. Their goal is a response within 5 minutes for 90% of the calls, and they are getting closer - 79% in 2016. They also inspect commercial buildings, with a goal of checking every building in the City of Marble Falls at least every other year.
 
REMINDER:  April 6th is the last day to register to vote in the May elections, including our City Council election. If your address changed since you last voted, you may need to update the information on file with Burnet County. Updates must be postmarked or otherwise received by their office by April 6th.   You can call the County Elections office at 512-715-5288 or go to www.burnetcountytexas.org for more information. Registration forms are available at our City Hall or online. Our nearest Burnet County voter registration office is the South Annex in Marble Falls at 810 Steve Hawkins Parkway (at US 281 South).

Sunday, April 16th: Easter Egg Hunt in Meadowlakes own Dollar Park on Mahan between Chaparral and Quail (2:00 PM for kids 6 and under; 2:45 PM for kids 7 and older) - sponsored by Doc & Sherry Staley. The Easter Bunny has promised to attend!

Veterans Memorial Park Brick Program
 
The last date to order an 8" x 8" x 2-1/4" brick commemorating a Veteran in your family to be placed in the park, will be April 14, 2017. At that time the last bulk order will be submitted by the POA. If you wish to participate, please contact the POA office before closing time on the 14th

Subsequent to that date, additional orders may be made by individuals to honor their family members by ordering direct from Brick'R'Us. The orders must be identical to those ordered previously by the POA.
Specification forms with the details will be available at the POA office along with contact information. Individual Bricks will incur a shipping charge in addition to the Brick cost of $29.50. The Association will place those individual bricks free of charge.
 
Once this last order is received and placed, there will be 180 Bricks in the Veterans Memorial Park to honor resident's families. Current plans are to dedicate those bricks on Veterans Day, November 11, 2017 with a short ceremony. In addition, it is planned to dedicate the recently completed First Responders Park on or about Texas First Responders Day of September 11, 2017.

Learn how to enrich your cultural experiences with the Marble Falls Public Library's Lunch at the Library program on Friday, March 24, 2017 at 11:30 AM. Connie Shortes will share her involvement as a docent with the Blanton Museum of Art and give tips on how to get the most of a museum visit.
 
Connie has been a docent at the Blanton Museum of Art on the University of Texas campus since 2006. She specializes in creating meaningful art appreciation experiences for public groups at the museum and loves learning about the artists and works in the Blanton collection. Most of all, she enjoys having conversations with people who are curious and want to expand their understanding of history, the creative process, and their own emotional responses to art.

Connie lives in Austin, TX and has recently transitioned from a career in accounting and human resources. She is now an executive coach and helps business professionals at all levels of management to become better communicators and leaders. City Receives Favorable Audit Report

The Meadowlakes City Council met for its scheduled meeting on Tuesday, March 21st at which time it heard a presentation of the 2016 Comprehensive Annual Financial Audit the fiscal year ending on September 30, 2016, from Certified Public Accountant Keith Neffendorf of the independent auditing firm of Neffendorf & Knopp, P.C. of Fredericksburg, Texas.
During the presentation, Mr. Neffendorf stated that his firm was giving the City an "unmodified and clean opinion" through every operation under the scope of the City of Meadowlakes.
 
Financial Highlights:
  • The assets of the City exceeded its liabilities by $4,542,921 (net position). Of this amount, $722,991 (unrestricted net position) may be used to meet the City's ongoing obligations.
  • The City's net position increased by $229,476 as a result of the year's operation.
  • The City's Combine Governmental Funds ended the year with $384,354, an increase of $4,256
  • The City's Public Works Fund reported an unrestricted net position of $475,327, a decrease of $79,888 (this is due to the early retirement of a loan for the construction of the new water storage tank)
  • The City's Recreation Fund reported an unrestricted net position of ($24,994), a decrease of $39,835 due to the booking of $40,708 in equipment depreciation.
 
The Council approved the Audit report as presented by unanimous vote.
 
In other action, the Council heard a request from Mr. Johnny Campbell, Executive Director of the Marble Falls Area EMS, Inc. regarding the Council's continued support of the Burnet County Everyone Always Rides Safe (BEARS) program sponsored by the Marble Falls Area EMS, Inc. The BEARS program provides resources and education for families about child passenger seat safety. The program also provides, free of charge, a child car seat to any individual in need of one. In 2016 they distributed 173 child safety seats in the Marble Falls area and held several car seat safety check events, during which 79% of the seats were found to be improperly installed.
 
In 1991, the Texas Legislature created the "Child Safety Fund" which allows counties to collect up to $1.50 per year from vehicle registration. The Funds are distributed based on the City in which the vehicle is registered. The funds collected must be used for legislatively mandated purposes which include any program designed to enhance child safety, health, and nutrition. The City received its first funding from this program in 2016, and all funds received were donated to the Marble Falls Area EMS, Inc. for the BEARS program. The Council unanimously approved the continued donation of all funds received under the State of Texas "Child Safety Fund" to the Marble Falls Area EMS, Inc. for 2017 for this purpose.
 
The Council also unanimously approved an interlocal agreement with Burnet County for assistance in improving drainage facilities at the wastewater treatment plant. Burnet County Precinct 4 Commissioner, Joe Don Dockery, was present to answer any questions.  
The monthly consent items were approved, including the February 21st minutes, various staff reports and financial reports. Staff briefed the Council on several ongoing projects, among them the following:
  • Expansion of the golf course irrigation system to the driving range
  • Renovation of the sewage pump station located at the wastewater treatment plant
  • Planned drainage improvements at the wastewater treatment plant
