Legislative Update: Final Days for Bills to be Signed

Governor Gavin Newsom officially has less than 72 hours to act on any bills remaining on his desk. A full update will be provided once the dust has settled.


In the meantime, your advocates in Sacramento have provided an update on bills of interest to the commercial real estate industry that have been signed by the governor.

Agencies to Discuss Updates to EV-Charging Regulations

At least four state agencies will be convening a workshop on October 19th to discuss the future of California's EV-Charging building standards. The gathering of agencies will be hosted by the California Building Standards Commission and will also include the Department of Housing, the Air Resources Board, and the California Energy Commission. Discussions will focus on the need for a significant increase in EV-charging stations needed to meet California's carbon emission reduction goals and how best to see this occur in the existing residential and commercial building stock. CBPA will have representatives in attendance. Stay tuned for more information following the meeting.

News Outlets Continues to Highlight Attacks on Taxpayer Protections

A new Wall Street Journal editorial, Is Gavin Newsom Afraid of California Voters? criticizes the governor's attempt to block the CBPA co-sponsored Taxpayer Protection Act (TPA) from appearing on the November 2024 ballot. TPA would preserve the two-thirds voter requirement for new taxes established with the passage of Proposition 13.


The Wall Street Journal joins a growing chorus of news outlets calling out the attacks on taxpayer protections, including the Orange County Register's editorial board with their recent article Sacramento's Hit on Taxpayer Protection.

Employment Law Update: Paid Sick Days to Increase

Current law guarantees employees three paid sick days per year. That number will increase to five days starting on January 1, 2024 with the Governor signing Senate Bill 616 (Gonzalez; D-Long Beach) into law last week.


Employers may provide more paid sick leave hours off and may choose how that paid sick leave is provided, either up front or accrued. Employers must also allow employees to carry over at least five sick days from year to year, and to have a maximum of at least 80 hours or 10 days of sick leave at a time. Organizations are encouraged to update their policies and handbooks to reflect this change.
