Short-Term Rentals Discussed at the Arizona League of Cities and Town Conference
|
|
A couple of weeks ago, we reported that Mayor Jerry Bien-Willner moderated a panel on short-term rentals. The panel included Palm Springs City Manager Justin Clifton. Mr. Clifton was also previously the City Manager in Sedona. He has a unique experience and was able to highlight the success Palm Springs now enjoys implementing reasonable restrictions on short-term rentals while still allowing them to exist and generate money for their owners.
The AZ League has posted a video of this panel discussion on YouTube which you can watch at this link. Mr. Clifton also appeared on KJZZ's "The Show" which you can listen to at this link.
Vice Mayor Mark Stanton moderated a panel on Tourism Recovery post-pandemic at this same conference. You can watch that discussion at this link.
Finding solutions to issues with short-term rentals and helping our resort community as tourism recovers are two high priorities for the Town over the next year.

Southside of Mummy Mountain Area to Get New Water Line
|
|
Residents on the southside of Mummy Mountain and north of Invergordon Road are within the City of Phoenix water service area. If you live in this area you probably know there have been service inconsistencies.
The City of Phoenix Water Department is beginning its process to correct that by taking out of service the existing water line and installing a new temporary water line. Installation of the above ground water line may begin as early as next week.
The City of Phoenix has been in contact with the residents affected by the work and are also coordinating construction efforts with the Town’s Engineering Department and Hillside Development Administrator. The temporary water line will be painted to match the desert surroundings and may be in place for 12 to 18 months while a permanent water main is designed and constructed.

The Veterans Day Car Show is On (Again)!
|
|
You may have seen in the PV Independent that the Veterans Day Car Show was canceled. It was, but now it is not. Committee members have been working with Town staff to discuss ways to creatively come up with potential solutions depending on future regulations.
With changing state and federal regulations, however, we will need to continue to be flexible and creative in working through the details of the Car Show, but together our top goal is to put on the best event we can for our residents to enjoy.
The initial decision to cancel the Car Show was difficult to make, but with several precautions, the Committee believes the Car Show can be held as originally scheduled on November 13, 2021. Needless to say, we will keep an eye on the ever-changing situation with the pandemic and respond accordingly.
To be eligible to enter, the automobile must be a pre-1979 sports, antique, special interest, race car or motorcycle. Pre-registration is required, and the recommended entry donation is $50 per car. All proceeds are to benefit Arizona Veterans' organizations, the Sentinels of Freedom and Military Assistance Mission. For more information on registration please contact Diane Wayland at (480) 348-3530 or dwayland@paradisevalleyaz.gov.

This summer, the Paradise Valley Police Department asked the Public Works Department if it was possible to build an on-site Police Officer Physical Abilities Test (POPAT) course. The Police Department could no longer use the City of Mesa Public Safety Training Facility/POPAT course due to construction.
A POPAT course is used to measure an officer’s physical abilities to perform his duties when responding to critical incidents and apprehending suspects. The POPAT course must be built to Peace Officers Standards and Training (POST) specifications. The course includes:
- 99-YARD OBSTACLE COURSE – Run a 99-yard obstacle course consisting of several sharp turns, several curb height obstacles, and a 34-inch-high obstacle that must be vaulted.
- BODY DRAG - Lift and drag a 165-pound, life-like dummy 32 feet.
- CHAIN-LINK FENCE - Run five yards to a six-foot, chain-link fence, climb over the fence and then continue running another 25 yards.
- SOLID WALL CLIMB - Run five yards to a six-foot solid wall, climb over the wall and continue running another 25 yards.
Public Works and Police staff visited the City of Mesa Public Safety Training Facility taking photos, measurements and documenting the materials needed to construct an on-site POPAT Course. The next step was to identify possible locations in the Town for the course. After careful consideration, two locations were selected. The lot behind Fire Station #92 on Lincoln Drive was selected for the chain link fence and solid wall climb portion of the course. The 99-yard obstacle course and body drag will be in the Public Works yard.
In September, Public Works began construction on the course. Public Works removed all interior vegetation and graded the lot behind Fire Station #92. The course was marked out per Police Officer Standards and Training ("POST") specifications, concrete pads were poured, the fence and wall were installed, and then railroad ties and granite were added to complete construction on this portion of the project.
In the Public Works yard, the 99-yard obstacle course and body drag area was marked with stringline first and then striped with 4-inch-wide white lines to permanently mark the course area.
Now that the course is completed, the final step will be to have the course inspected and certified by a certified P.O.S.T instructor.

On Tuesday evening, leaders from Paradise Valley’s Houses of Worship participated in the Fall Houses of Worship Forum.
FBI Agent Camacho gave a presentation on what unarmed persons should do in the event of an active shooter or other severe threat. The successful prevention of these types of critical incidents begins with each of us working with one another. These presentations work to build a safer community.
