Ports Seek Agreement on Upcoming Air Quality Regulation

Call to Action: Urge SCAQMD to Pause Rulemaking and Negotiate

On July 18, the Ports of Los Angeles and Long Beach submitted a cooperative agreement proposal as an alternative to South Coast Air Quality Management District (SCAQMD)’s Proposed Rule 2304. Their plan outlines real emissions reductions while maintaining local control over port development, rather than granting SCAQMD veto power.

Our partner organization Pacific Merchant Shipping Association (PMSA) is urging members to testify at the SCAQMD Governing Board meeting this Friday, August 1 at 9 a.m. via Zoom or in-person in Diamond Bar. The key ask is to pause the rulemaking and direct staff to negotiate with the Ports on a cooperative agreement by October.

PMSA has provided more information and resources including sample testimony to streamline the process.

Union Pacific and Norfolk Southern to Create First Transcontinental Railroad

Union Pacific is making history through a new partnership with Norfolk Southern to create America’s first transcontinental railroad. This agreement will connect over 50,000 route miles across 43 states, linking nearly 100 ports from coast to coast.

Supply chain issues are a key concern of our industry. The combined network will strengthen the U.S. supply chain, fuel American manufacturing, and drive economic growth, all while preserving union jobs and expanding workforce opportunities across the country.

Assemblymember Flora Named Republican Leader

We extend our sincere congratulations to Assemblymember Heath Flora (R–Ripon) on being unanimously elected by his colleagues to serve as the next Republican Leader in the California State Assembly. He will officially assume the role on September 16, 2025.

Flora is widely regarded as a pragmatic and bipartisan voice in the Legislature. As co-chair of the California Problem Solvers Caucus, he has worked across the aisle to find common ground on major issues like affordability and energy costs. His leadership reflects a growing focus on collaborative, solutions-oriented policymaking.

BOMA California looks forward to working with Assemblymember Flora in this new capacity and engaging with his leadership team on the issues that matter to California’s commercial real estate industry. We also thank outgoing Leader James Gallagher for his years of partnership and service.
