CBPA Challenges New Bill Proposing Commercial Rent Control In Emergencies

AB 380 (Gonzalez; D-Los Angeles) would impose strict controls on price increases of essential goods and services, limiting rent increases to 10% in declared emergencies. While well intentioned, AB 380 goes too far by imposing commercial rent control, interfering with private contracts, and putting property-based businesses—especially small property owners—at serious financial risk. This bill prevents property owners from adjusting rents, even as their costs—like property taxes, insurance, and maintenance—keep rising.


CBPA's Senior Director of Government Relations, Skyler Wonnacott, delivered strong opposition testimony before the Assembly Committee on Public Safety on Tuesday. AB 380 will be a top priority for our industry given the damaging impact it would have on the economic livelihood of our state.
