Industry Ramps Up Opposition to AB 380 in the Senate

AB 380 remains a top-priority oppose bill for our industry. The measure would impose commercial rent control and eviction bans on leases—including those held by the State of California—during declared emergencies. It would override negotiated agreements, interfere with business-to-business contracts, and burden both public and private property owners with unrecoverable losses.


Thank you to everyone who responded to our call to action and contacted their legislators. Despite strong industry opposition, AB 380 passed the Assembly on June 4.


We are now shifting our efforts to the Senate, where our coalition will continue work to stop this bill. Member engagement will be critical, and we will be reaching out with specific actions you can take to help defeat AB 380.

Efforts To Refine Warehouse Development Law Continue

CBPA remains at the forefront of efforts to address the impacts of Assembly Bill 98, the recently enacted law restricting warehouse development. Leading a coalition of more than 30 organizations, we continue to push for meaningful improvements through cleanup legislation.


On Monday, over 50 coalition partners came together to discuss recent developments and align on shared priorities. SB 415 (Reyes; D-San Bernardino) and AB 735 (Carrillo; D-Palmdale) serve as companion measures that largely mirror each other. Both have successfully passed their respective houses and are central to ongoing cleanup efforts.

Although many of our initial concerns have been acknowledged, CBPA continues to advocate for essential refinements. Our focus remains on securing technical and clarifying fixes, addressing design and siting requirements, improving buffering and screening provisions, preserving local authority, and ensuring clarity around effective dates and applicability.


CBPA will continue to lead on this critical issue to ensure that California’s approach to warehouse development is practical, balanced, and supportive of commercial real estate growth. Special thanks are due to our coalition partners for their continued engagement.

CBPA Board Gathers for Legislative & Industry Updates

The CBPA Board of Directors held its latest board meeting remotely last Thursday, bringing together over 40 members and guests for a timely discussion on legislative issues impacting California’s commercial real estate industry.


Assemblymember Buffy Wicks (D-Oakland) joined to share updates on efforts to support statewide development. Matt McGarty of Russo McGarty & Associates also presented on the 2026 ballot, CEQA reform, and transfer tax policy.


The board reviewed priority legislation for 2025 and received updates on CBPA’s upcoming events, including the California Commercial Real Estate Summit in August and the Strategic Issues Conference in November.
